Job Purpose:

Provide support for the Director General, Pacific Department (DG, PARD) in leading the planning, implementation and supervision of the department’s vision, goals, strategies and work plan in support of overall ADB goals and the priorities of Strategy 2020, and to ensure that the efficiency, relevance and impact of ADB operations in the region is maximized. Contribute in the oversight of the quality of work, ensuring the achievement of objectives of the department and continuously keeping the Board and Senior Management informed of emerging developments, opportunities and challenges. Support the DG in leading external and internal relations, coordination and consultation initiatives for the department. Assist in anticipating departmental resource requirements and the efficient allocation of budget and resources, and in actively seeking cofinancing opportunities. Assist DG, PARD in departmental human resources management and internal personnel matters. Work within a broad concept and framework and contribute to the setting of direction and strategy.

Expected Outcomes

a. Leadership and Strategic Management
  • Support the DG in establishing and cascading the department’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals and in compliance with ADB policies.
  • Contribute to the planning, implementation and supervision of departmental work plans as well as assist the DG in monitoring the quality of output and the achievement of long term goals and annual objectives for the department.
b. Country Strategy and Programming
  • Assist the DG in ensuring the formulation and updating of high quality, focused and aligned Country Partnership Strategies (CPS) and the effective functioning of related committees and networks.
  • Ensure full integration of the Resident Missions (RMs) in Headquarter’s (HQ’s) work and that proper support is provided to Country Directors (CDs) for implementation of operational strategies.
c. Sector and Project Management
  • Support the formulation of sectoral policies in consultation with other departments, divisions, RMs, government agencies, the international development community, academic and research institutions, private sector groups, local development organizations and other relevant stakeholders.
  • Assist the DG in overseeing the design and processing of loan/grant and technical assistance (TA) projects to ensure quality, innovation, results orientation, and compliance with ADB’s policies covering governance, resettlement, anti-corruption and other safeguards.
  • Assist in overseeing, monitoring, follow up and undertaking projects involving high levels of risk, loan/grant and TA approvals, engagement of consultants, procurement, and disbursements.
  • Assist in overseeing the administration of loan/grant and TA projects, including fielding and at times participation in missions to monitor implementation progress.
  • Contribute in monitoring the quality of PARD’s loan/grant and TAs.
  • Ensure the timely preparation of Project Completion Reports (PCRs) and Technical Assistance Completion Reports (TCRs) and the conduct of portfolio reviews to identify specific project administration issues and undertake corrective actions as necessary to maintain quality.
d. Regional Cooperation
  • Support regional cooperation and linkages with regional institutions as well as organize sub-regional working groups in support of ADB’s objectives for regional cooperation.
e. External Relations and Coordination
  • Assist the DG in relationship management, wide ranging policy dialogue and coordination with government, development partners, civil society, and private sector groups in Developing Member Countries (DMCs) within area of responsibility.
f. Internal Relations
  • Provide support for relationship management and coordination with the Board, Senior Management and other ADB departments.
  • Assist in continuously informing Senior Management of significant developments, emerging opportunities and challenges, and in providing timely recommendations accordingly.
g. Department Operations Management
  • Facilitate effective department coordination and cooperation with other ADB departments and internal stakeholders.
  • Support the DG in performance management of the department, including motivation of department staff and handling of staff management issues.
  • Assist in anticipating requirements for and efficiently managing the budget, resource allocation, and utilization for the department.
h. Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of the department’s work.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

  • Master’s degree, or equivalent, in one or more development-related disciplines or related fields. University degree in one or more development-related disciplines or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant professional experience in programming, various sectors, project processing and administration
- Superior management and leadership qualities
- Excellent oral and written communication skills in English
  • International experience working in development in several countries
