Work Location:Home base and Office of the MRC Secretariat in Vientiane, Lao PDR with possible travel to other Member Countries: Cambodia, Thailand and Viet Nam.

Key Responsibilities:  
Preparation stage:
  • Reviews related documents including existing draft SIMVA guidelines with the emphasis on survey and research design, monitoring indicators, sampling method and questionnaire;
  • Prepares and submits a brief preliminary thought on study design and sampling method for SIMVA survey and case study 2013;
  • Works with International Expert to provide inputs for the development of a draft SIMVA guidelines 2013 including, sampling method, monitoring indicator, questionnaire, fieldwork preparation and arrangement, budgeting, data collection, method for data analysis and reporting;
  • Participates in 1st technical meeting with national SIMVA survey team and relevant programmes of MRCS to discuss the pre-draft SIMVA guidelines 2013;
  • Provides inputs as required by International Expert to revise the pre-draft SIMVA guidelines 2013 based on results of the 1st technical meeting;
  • Participates in the 1st Regional Consultation Workshop with the Member Countries to get comments, advice and agreement on the 1st draft SIMVA guidelines 2013;
  • Provides inputs as required by International Expert to revise and finalize the draft SIMVA guidelines 2013 based on the 1st Regional Consultation Workshop;
  • Together with International Expert, conducts training for the national expert team on technique for field data collection, data analysis and reporting.
Fieldwork:
  • Contributes to the supervision of the field survey and case study (home based).
Post fieldwork:
  • Assists International Expert to supervise the data entry, processing, and guidance for the writing up the national reports;
  • Checks and combines primary data into a regional database, and cleans the database to be ready for data analysis. Ensure quality assurance of field data from national teams;
  • Assists International Expert to perform data analysis and provides inputs for writing up a pre-draft regional report on finding of the survey and case study 2013;
  • Participates in the 2nd technical meeting to present and discuss the pre-draft regional report on finding of the survey and case study 2013;
  • Provides inputs as required by International Expert to revise the pre-draft regional report based on results of the 1st technical meeting;
  • Participates in the 2nd Regional Consultation Workshop with the Member Countries to present and discuss the survey and case study results and obtain comments;
  • Provides inputs as required by International Expert to revise and finalize the draft regional report based on the 2nd Regional Consultation Workshop.
Qualifications/Requirements: 
  • Master or higher degree in statistics or related fields;
  • More than 10 years of relevant work experience on statistical information related to socio-economics, livelihoods, food security and poverty;
  • Strong and advanced statistical techniques including probability, sampling, surveying, statistical packages, and managing large databases;
  • Good understanding of Mekong water and related resources is an asset;
  • Familiar with data and information in LMB;
  • Fluency in spoken and written English.
