Contract Type:Special Service Agreement
Duration of service: 61 Working Days from August 2013 to February 2014
Work Location: Home base and Office of the MRC Secretariat in Vientiane, Lao PDR with possible travel to other Member Countries: Cambodia, Thailand and Viet Nam.

Key Responsibilities:  
Preparation stage:
  • Reviews related documents including existing draft SIMVA guidelines for conducting SIMVA study;
  • Prepares and submits detailed outline of guidelines for conducting SIMVA survey and case study 2013;
  • Works with statistician to develop a draft guidelines for conducting SIMVA survey on shocks and trends and case study (SIMVA guidelines 2013) which will include background and objectives, indicators, sampling, questionnaire, fieldwork preparation and arrangement, budgeting, data collection, method for data analysis and reporting;
  • Prepares and submits a pre-draft SIMVA guidelines 2013;
  • Presents and discusses the pre-draft SIMVA guidelines 2013 in a 1st technical meeting with national SIMVA survey team and relevant programmes of MRCS;
  • Revises and submits the 1stdraft SIMVA guidelines 2013;
  • Participates in the 1st Regional Consultation Workshop with the Member Countries to get comments, advice and agreement on the 1stdraft SIMVA guidelines 2013;
  • Revises and submits final draft SIMVA guidelines 2013;
  • Conducts training for the national expert team on technique for field data collection, data analysis and reporting.
Fieldwork:
  • Provides support and supervision to the national expert during fieldwork (home based).
Post fieldwork:
  • Works with statistician to supervise the data entry, processing, and guidance for the writing up of the national reports;
  • Works with statistician to combine primary data into a regional database, and clean the database to be ready for data analysis;
  • Performs data analysis, writes and submits a pre-draft regional report of the SIMVA survey on shocks and trends and case study 2013;
  • Presents and discusses the pre-draft regional report on finding of the survey and case study 2013 in the 2nd technical meeting;
  • Revises and submits the 1stdraft regional report;
  • Participates in the 2nd Regional Consultation Workshop with the Member Countries to present and discuss the survey and case study results and obtains comments;
  • Revise and submit final draft regional report of the SIMVA survey on shocks and trends and case study 2013.
Qualifications/Requirements: 
  • Master or PhD in social science, anthropology, human geography, or related field;
  • More than 15 years of relevant work experience with at least 5 years of practical work experience in the Mekong River Basin;
  • Sound understanding and proven practical work experience on social issues with relation to water and related resources in the Mekong River Basin;
  • Knowledge and practical experience on social research and analytical/assessment tools including sampling, surveying, and managing large database;
  • Excellent analytical, coordination and communications skills including report writing skills;
  • Knowledge on MRC works is a plus;
  • Fluency in English.
