Technical Advisor/Backstopper

Key Responsibilities:  
With the Human Resource Section:
  • Support the monitoring and quality assurance of specific technical supports e.g. on competency based HR management system improvement or development, leadership development, orientation package development and utilisation;
  • Facilitate, monitor, communicates, liaises and provide support to all MRC programmes for knowledge and skills transfer processes to support to the Riparianisation.
Within the ICBP Team:
  • In charge of the development of the ICBP PIP 2014-2015;
  • Provide backstopping and coaching to the ICBP Coordinator, Programme Officers and ICBP National Coordinators;
  • Guides and assesses further development and implementation of the existing training database;
  • Assists the ICBP Programme Officers in writing progress and annual reports and;
  • Consolidates and edit the final progress and annual reports as well as other necessary writings from ICBP.
Qualifications/Requirements: 
  • Master’s Degree in a relevant field (Institutional Development, Human Resources Development, or related field.);
  • 20 years’ experience in human resource development, extensive experience in capacity building, training preferably within the context of natural resources management and planning is required;
  • Knowledge and experience in Integrated Water Resources Management (IWRM), organisational development, gender equality are essential;
  • Extensive experience in policy and strategy development in human resources development;
  • Proven experience within development project planning, programming, execution, strategy formulation, project preparation, and project management work including procurement of services and contracting, is an advantage. Experience in project management, including preparation of annual work plans and budgets, and use of a logical framework for reporting, evaluating and monitoring;
  • Previous relevant employment in a consultancy company will be considered as an advantage;
  • 20 years of experience in the Mekong region with capacity development for government and non-government agencies.
  • Strong familiarity with the MRC and its procedures and operations.
  • Experience with and good knowledge of the Mekong riparian countries and the Mekong River Basin is essential;
  • Fluency in English, both written and spoken.
  • Fluency in at least one spoken Riparian language is an advantage.
