Socio-Economic Database and End-User interface Web Developing Expert

Duration of service: 45 working days from June 2013- December 2014
Work Location: Home base and Office of the MRC Secretariat in Vientiane, Lao PDR
Division/Section: Basin Development Plan Programme, Planning Division
Key Responsibilities:
  • Based on the sample of data types submitted to BDP from the national statistical agencies design the database interface, including MRC GIS geo-referenced data;
  • Assist the Team leader in discussing with IKMP the requirements for compatibility with existing and planned database platforms in MRC, reporting, quality assurance and management, and access control requirements;
  • Provide technical inputs to national and regional workshop(s) to sign off on the database design and the remaining work plan;
  • Demonstrate the database software for each national and the regional database for gathering and maintaining quality assured socio-economic data;
  • Populate the databases with the sample data and test the operation of the databases;
  • Provide technical support for the development of the necessary tools by which the MRC Programmes can conveniently access the national databases and, as appropriate, the means by which all or part of the national and/or regional databases are made available within the MRC master catalogue as part of the MRC Information Systems;
  • Provide advice and guidance to NMCSs on appropriate techniques to ensure that data are appropriately geo-referenced in a manner consistent with MRC data standards;
  • Assist in extracting, harmonizing and compiling socio-economic statistical data from existing databases;
  • Draft reports, User Manual, and training material in English;
  • Training of NMC staff in the use of the database including data entering procedures, technical aspects of data harmonization, database compilation, data quality check and other database related subjects;
  • Participate in Team meetings in MRC, Vientiane, and in workshops in member countries;
  • Liaise with the National Socio-economic Statistical Experts designated by NMCs of the member country and the national statistical agency.
Qualifications/Requirements:
  • University degree (MSc or equivalent minimum) in programming, web design, database management, statistics and BA level or equivalent in a social science;
  • Minimum 5 years work experience in creating or designing database end-user interfaces (UID) with geo-references webpage for public use;
  • Experience with international statistical classification systems. Knowledge of MRC’s data portal and data storage system, and the statistical systems of MRC member countries is an advantage;
  • Excellent capacity to work with databases in different software and formats;
  • Fluent in English, verbal and writin
