Chief of Party (Project Director), Ghar Ghar Maa Swasthya or “Healthy Homes” Project

FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.  We seek qualified candidates for the position of Chief of Party (Project Director) for the Ghar Ghar Maa Swasthya or “Healthy Homes” Project in Kathmandu, Nepal.

 
Position Description:
USAID/Nepal’s Ghar Ghar Maa Swasthya (GGMS) or “Healthy Homes” project seeks to assist the Government of Nepal (GON) to expand the depth, reach, and impact of the private sector in social marketing for family planning (FP), maternal and child health (MCH), and HIV/AIDS prevention.  GGMS is comprised of two components.  A social marketing implementation component provides funding to the Nepal CRS Company (CRS) to achieve increased self-sustainability for performance of high quality social marketing activities and will focus on rural, hard to reach areas.  The second component provides funding to Family Health International (FHI 360) to provide technical assistance (TA) to assist CRS in achieving increased self-sustainability and management capacity and to plan and design behavior change communication activities for other USAID projects, as directed by USAID/Nepal.  
 
Key GGMS program outcomes include:
  • Increased sales of quality family planning services and selected maternal and child health services in rural and hard to reach areas.
  • Increased sales of HIV/AIDS/STI prevention measures and treatment services in designated “hot zones”.
  • Increased profit from sale of selected public health commodities.
  • Selected strategic behaviors are changed with regard to the public health issues addressed with CRS products.
The Chief of Party (COP) will provide management, communications, marketing and business technical leadership and support for the GGMS project, which will support CRS in advancing itself towards being a more independent and sustainable social marketing organization. The COP will have proven technical and managerial expertise in administering complex private health sector programs and ensuring institutional capacity development and skills transfer. The COP serves as the Contractor’s designated person for overall management of the Contractor’s relationship with USAID/Nepal and CRS.  In close consultation with the COR, the COP ensures procedures are established and complied with and supervises the Contractor’s operations, administration, logistics, procurement, budgeting, financial accounting (expenditures and reporting), and the Performance-based management system.  S/he is responsible for hiring staff and making sure that program operations comply with applicable laws.
Specific responsabilities include: 
  • Provide management and technical leadership for GGMS.
  • Ensure quality of all project activities designed to meet project objectives. Troubleshoot to prevent and resolve potential problems and review outputs for quality control.
  • Develop and implement performance monitoring procedures and indicators.
  • Supervise financial, administrative and contractual operations of the project, following USAID regulations.
  • Communicate with management, technical and administrative personnel from FHI 360 headquarters.
  • Report directly to the USAID/Nepal GGMS COR, as well as management personnel in the Global, Health, Population and Nutrition Business Unit at FHI 360 headquarters.
  • Present program results, based on solid performance monitoring procedures, to USAID and the Ministry of Health, and to other professional colleagues, both in Nepal and internationally.
  • Serve as point person for the USAID COR, GON and CRS for GGMS.
  • Establish, serve and maintain partnerships with internal and external stakeholders on project matters.
  • Provide hands-on coaching, mentoring and capacity building of senior-level CRS staff.
  • Provide strategic direction and oversight for the development of business, marketing and communications plans with CRS.
  • Work with FHI 360 and CRS to recruit and field short-term technical assistance as needed.
  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork.
  • Supervise the work of GGMS staff to ensure the achievement of the GGMS project objectives, including scheduled reports.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
Minimal Requirements:
  • Master of Business Administration (MBA) or Master of Public Health (MPH) degree required.
  • Minimum of eight years of project management experience required.
  • Minimum five years of practical experience in working in the private sector in management, social marketing, communications, business planning or sales, preferably in support of health products.
  • Excellent leadership and demonstrated project management skills.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Demonstrated experience in multi-sector project management and implementation
  • Ability to work independently, determine priorities, and manage a variety of activities while collaborating with a broad coalition of health partners.
  • Ability to follow through on a large number of activities and work well under pressure to meet deadlines
  • Strong critical thinking and problem solving skills to plan, organize and manage resources for successful completion of project.
  • Demonstrated ability to facilitate complex relationships between organizations and individuals, and to interact smoothly and effectively with clients, colleagues, and the public, with an emphasis on client service
  • Strong consultation skills (i.e., diagnostic, assessment, technical assistance) essential
  • Understanding and knowledge of current trends in public-private partnerships, marketing, and corporate social responsibility
  • Significant experience developing, implementing and evaluating a marketing plan
  • Excellent English language skills, both oral and written are required.
  • Proficiency in Nepali highly desired.
