Technical Advisor II

Position Description:
The USAID RDMA-funded “Greater Mekong Sub-region Multidrug Resistant Tuberculosis Prevention and Management Project” (CAP-TB) aims to decrease the incidence and mortality from multi-drug resistant tuberculosis in Burma, China, and Thailand.  The project aims to introduce several key regional activities in addition to country-specific implementation.  These regional activities include data/knowledge management to create a web-based platform for discussion and collaboration within the Greater Mekong Sub-region; developing and maintaining a social media and communications strategy that leverages innovative technology; and organizational capacity development of the project’s local implementing partners.
The Technical Advisor for Knowledge Management will be responsible for articulating web-based knowledge solutions for the CAP-TB project at the regional and country levels. The Technical Advisor will also oversee the efforts to maximize the effectiveness of organizations by supporting the capture and exchange of information, knowledge, and ideas.  The three primary areas of focus for this position are as follows:   
Knowledge Management:  e-learning, digital media management, and exchange/capture of information and ideas to promote MDR-TB control and prevention.  
Social Media, communications, and innovative technology (mobile-Health, or “mHealth”):  leveraging the power of the community through social media and applying innovative technology to traditional methods of community outreach and education. 
Capacity Development: develop a strategy and implementation plan for capacity development of CAP-TB implementing partners with the goal to ensure the accessibility of the CAP-TB knowledge management system
The Technical Advisor will work closely with the CAP-TB Chief of Party and 3 Country Program Managers on knowledge management, communications and social media strategy, and innovative methods for program implementation.  The outcome of a project with clear and logical strategies will be programs that implement their work while maximizing information sharing, leading to increased impact and tighter integration.
Key Responsibilities
  • Leads in strategic development of knowledge management including liaising with the web developer on the Knowledge Gateway project
  • Leads in strategic development and maintenance of social media and communication including website, facebook, twitter, and etc.
  • Leads in development of innovative tools and collaborative methods to foster CAP-TB knowledge sharing among practitioners, service providers in Mekong Region.
  • Performs other duties as assigned 
Contribution
  • Develops strategy for design and implementation of Knowledge Management component for CAP-TB.
  • Leads country and regional teams to develop social media and communication strategies.
  • Ensure appropriate and timely technical support for Knowledge Management project.
  • Ensure the quality of Knowledge Management activities and system at all levels.
  • Develop a monitoring plan to ensure technical assistance in project implementation strategies and tools for the design and implementation of specific technical components.
Knowledge, Skill, Abilities, Expertise and Complexity
  • Has knowledge and experience in specific technical area in web-based knowledge sharing portal and integrated media strategies.
  • Proven experience in facilitative and technology aspects of learning networks, with collaboration among donor, academic, and practitioner communities.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues.
  • Proven skills in management, supervision, leadership and networking.
  • Knowledge of strategic planning and administration.
  • Proven ability to manage projects, set realistic priorities, and plan for success.
Type and Nature of Contacts
  • Routinely communicates with CAP-TB regional and country teams
  • Routinely coordinates with all FHI 360 employees, on-site and in the field.
  • Participates in management team meetings and other appropriate forums.
  • Represents organization at professional meetings and conferences as appropriate.
May supervise junior-level staff members at APRO and within the CAP-TB project.
Ability to travel within the region and/or within the project country as well as ability to travel internationally if needed.

Minimum Requirements:

  • Master degree and 5-10 years relevant experience in knowledge management strategic development and implementation for international development program
  • Demonstrated ability to work successfully in a collaborative environment and as part of a team
  • Ability to work independently with minimal supervision
  • Possess excellent written, spoken and presentation skills in English
  • Demonstrated experience working across a diverse set of partners and stakeholders
