PURPOSE OF POSITION:

Provide strategic and operational partnership support for the Strengthening Education Capacity (SEC) Project with more focus given to 1st and 3rd cohort countries across East Asia and South-Asia & Pacific Regions. This position will support the Asia SEC Project Manager and the Education Regional Advisor on SEC project implementation, monitoring, reporting, coordination and support in the National Offices to enhance the evidence-based quality programming that responds directly to education transition agenda. More specifically, this position will take the lead on effective negotiations with government/ministries of education, and on facilitating learning, as well as coordinating capacity building resources and approaches. This position will also provide clear direction to National Office (NO) based staff who shall be sharing time to the region as resource trainers specifically in the areas of Capacity Building, Learning and Resource Adaptation and Strategy Development. This position will provide technical leadership in strategic and operational partnership support to the Education Regional Team in ensuring that development and well being of children on top of children’s achieving learning outcomes will have proper integration with the transformational ministries and alignment of education strategies in National Office to global strategy. Annex 1 on the Regional Education Team Structure provides a better picture on the technical and management aspects of the position.


KEY RESPONSIBILITIES:

      STRATEGY
    • Support the implementation of the Regional Education Sector Strategic Guidance.
    • Help define strategies with the Education Regional Team especially in the achievement of the Strengthening Education Capacity Project objectives and priorities for the 1st and 3rd cohort countries and the scale-up responsive to the NOs needs in strategic and operational partnerships and learning.
    • Contribute to organisation wide communication and change management processes to support implementation of regional education strategy as part of broader regional strategy communication and change management plan.

      EXTERNAL & INTERNAL LIAISON, TECHNICAL & OPERATIONAL SUPPORT and COORDINATION
    • Provide strategic and operational partnership support for the Strengthening Education Capacity (SEC) Project with more focus given to 1st and 3rd cohort countries across East Asia and South-Asia & Pacific Regions.
    • Lead the effective negotiations with government/ministries of education, credible external and internal partners and key stakeholders.
    • Provide major support in nurturing the development of inter-agency partnerships that help NOs improve child attainment of functional levels of reading, basic math, and essential life skills.
    • Coordinate capacity building resources and approaches that facilitate resource contextualization and promote learning and development down to the Area Development Programme (ADP)/Cluster levels of operations.
    • Provide strategic support to the Regional Education Technical Team in connecting with National Offices, Support Offices, Global Center and external partners for mutual support more specifically in the SEC
    • Project implementation.
    • Provide clear direction to NO based staff who shall be sharing time to the region as resource trainers specifically in the areas of Capacity Building, Learning and Resource Adaptation and Strategy Development.
    • Contribute in the development of education sector programme models and resources/guidance that maximizes educational integration throughout the programming.

      CAPACITY BUILDING
    • Support the education regional team in strengthening and developing those aspects of larger Education DADD training and capacity building systems needed to support the regionally defined training and capacity needs of ADP-cluster education staff and their local partner volunteer counterparts.
    • Share / facilitate access to programming resources and appropriate learning and support opportunities for national offices. These may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
    • Support education regional team in providing advice to National Offices on Education sector core competencies and capacity requirement at national level.

      KNOWLEDGE MANAGEMENT
    • Encourage mutual learning between cohort and non-cohort countries of the SEC project within the Asia Pacific Area and between other regions.
    • Ensure that effective and proven practices are documented and shared within the partnership.
    • Contribute to establishment and use of regional data bases and e-resources including regional good practices relating to education sector as part of wider knowledge management strategy.

      GENERAL
    • Work closely with the education regional team and the members of the Policy and Programmes department promoting mutual learning, support and accountability.
    • Contribute and support activities that enrich and develop mutual growth in Christ.
    • Perform any other tasks demanded by the SEC project objectives with the leadership of the Regional Education Advisor and those assigned by the Programme Effectiveness Director.


KNOWLEDGE, SKILLS & ABILITIES:


      REQUIRED:
    • A degree in Education, Social Science or any related field. A Masters qualification is an added advantage
    • In depth knowledge and understanding of DME
    • Knowledge on child development, protection issues and development programming
    • Knowledge on strategic and operational partnership and of other various technical sectors of development and how these sectors can be effectively integrated to education sector
    • Analytical, problem solving, negotiation, cross cultural and strong interpersonal skills
    • Ability to and commitment to work with and lead a broad variety of people from various cultural, linguistic, religious and educational backgrounds
    • Excellent oral and written communications skills
    • Partnering and linkaging, Coaching, Mentoring, Training and Facilitation skills
    • At least 3 years of experience in education development programming, strategic partnering and linkaging work.

      PREFERRED:
    • Strong Christian commitment as evidenced by life and character with sensitivity to restricted contexts.
    • Experience in monitoring and evaluating child learning gains
    • Work experience in WV national office at grassroots level
    • Experience in program design and proposal writing
