PURPOSE OF POSITION:

Manage the Strengthening Education Capacity (SEC) Project with more focus given to 1st and 3rd cohort countries of the project across East Asia and South-Asia & Pacific Regions. This position will coordinate and work directly with the Education Regional Advisor on SEC project implementation, monitoring, reporting, coordination and support in the National Offices (NOs) to enhance the evidence-based quality programming that responds directly to education transition agenda. This position will also provide technical leadership in support to the Education Regional Team in ensuring that development and well being of children on top of children’s achieving learning outcomes will have proper integration with the transformational ministries and alignment of education strategies in National Office to global strategy. Annex 1 on the Regional Education Team Structure provides a better picture on the technical and management aspects of the position.


KEY RESPONSIBILITIES:

      STRATEGY
    • Support the implementation of the Regional Education Sector Strategic Guidance.
    • Define strategies with the Education Regional Team especially in the achievement of the Strengthening Education Capacity Project objectives and priorities for the 1st and 3rd cohort countries and the Scale-up responsive to the NOs needs and in alignment with the Regional and Global Education Strategies.
    • Collaborate with other programme effectiveness units and other regional functions to ensure that SEC Project Education Transition Agenda is adequately integrated within relevant regional secondary strategies and priorities.
    • Contribute to organisation wide communication and change management processes to support implementation of regional education strategy as part of broader regional strategy communication and change management plan.

      PROJECT MANAGEMENT
    • Focal person for the SEC Project implementation, monitoring, reporting, coordination and support in the National Offices to enhance the evidenced-based quality programming that responds directly to education transition agenda.
    • Reviews the programme level implementation plan in consultation with the RO and GC Education Technical Teams.
    • Ensures that 1st and 3rd cohort countries of the SEC Project more specifically are engaging stakeholders and partners in the development, implementation and monitoring of the Project Detailed Implementation Plan (DIP).
    • Review the programme budget and where changes are deemed necessary, consult with the Regional Education Advisor to facilitate discussion and the seeking of approval from concerned departments.
    • Provide technical leadership in support to the Education Regional Team in ensuring that development and well being of children on top of children’s achieving learning outcomes will have proper integration with the transformational ministries and alignment of education strategies in National Office to global strategy

      EXTERNAL & INTERNAL LIAISON, COLLABORATION and COORDINATION
    • Ensures that the project is adequately staffed on the ground.
    • Ensure that the WV counterparts to the External Partners are engaged, fully oriented, understand their roles, and carrying out their responsibilities.
    • Coordinate with the Regional Education Learning and Partnering Coordinator/Specialist and the Regional Education Advisor when liaising with technical specialists/experts and when introducing TAs to NOs. The SEC Project Manager will manage this engagement.
    • Focal for managing contractual relationship when engaging external partnership agreements and/or MOUs under the SEC Project objectives. This also includes reporting, finances and other related activities.
    • Informs the Education Regional Team on the SEC project developments and facilitates the interface learning and sharing events especially among cohort countries in the Asia Pacific Region and even across regions within the partnership.

      QUALITY ASSURANCE/RISK MANAGEMENT
    • Engage the 1st and 3rd cohort countries of the SEC Project on an ongoing basis to support and ensure that NO education sector initiatives are aligned with the global and regional initiatives.
    • Collaborate with the education regional team and that of the programme effectiveness team in ensuring that design, implementation, monitoring and evaluation of 1st and 3rd cohort countries of the SEC project are able to meet donor and WV’s programme quality standards, policies and procedures.
    • Ensure mainstreaming of cross cutting issues including child protection and peace building.
    • Support the Regional Leadership in addressing issues relating to performance, quality and risk in the education sector in SEC Project pilot countries.

      KNOWLEDGE MANAGEMENT
    • Contribute to establishment and use of regional data bases and e-resources including regional good practices relating to education sector as part of wider knowledge management strategy.

      GENERAL
    • Work closely with the education regional team and the members of the Policy and Programmes department promoting mutual learning, support and accountability.
    • Contribute and support activities that enrich and develop mutual growth in Christ.
    • Perform any other tasks demanded by the SEC project objectives with the leadership of the Regional Education Advisor and those assigned by the Programme Effectiveness Director.


KNOWLEDGE, SKILLS & ABILITIES:

      REQUIRED:
    • A degree in Education, Social Science or any related field. A Master's qualification is an added advantage
    • In-depth knowledge and understanding of DME
    • Knowledge on child development, protection issues and development programming.
    • Knowledge of other various technical sectors of development and how these sectors can be effectively integrated to education sector
    • Analytical, problem solving, negotiation, cross cultural and strong interpersonal skills
    • Ability to and commitment to work with and lead a broad variety of people from various cultural, linguistic, religious and educational backgrounds.
    • Excellent oral and written communications skills
    • Coaching, Mentoring, Training and Facilitation skill
    • At least 3 years of experience in education development programming work with supervisory and management skills.

      PREFERRED:
    • Strong Christian commitment as evidenced by life and character with sensitivity to restricted contexts.
    • Experience in monitoring and evaluating child learning gains
    • Work experience in WV national office at grassroots level
    • Experience in program design and proposal writing
