Project Analyst (Re-advertisement) - Asian Development Bank - Manila, Philippines

Job Purpose:

To provide analytical and statistical support with respect to the division’s assigned project portfolio including technical support in portfolio management, project administration, project processing, and budget management activities. To also provide oversight support to the work of Associate Project Analysts in coordinating and consolidating information to achieve a specific functional result.

Expected Outcomes

Works independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors (International Staff and/or senior National Staff):
Project Administration Consolidation and Reporting
  • Proactively collects, compiles and summarizes data and statistics in the division for the generation of periodic reports on:
    • Project administration;
    • Closing of loan projects;
    • Completion of Technical Assistance (TA) projects;
    • Anticipated loan saving in projects;
    • Status of project implementation for cofinanciers;
    • Status of selection and contracting of consultants;
    • Contract awards and disbursements of loan projects including monitoring and analyses of the actual awards and disbursements against targets to identify shortfalls and their underlying causes; and
    • Progress in the preparation of Project Completion Reports in timely manner.
Project Administration Memorandum (PAM)
  • Contributes actively to the preparation of PAM by gathering and consolidating data for the appendices; and drafting project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
eOperations Project Records, Public Information Documents (PID)
  • Prepares and updates individual records of assigned projects in Oracle-based eOperations Project every month for loans and TAs outlining all the required details such as project description/scope, loan amount etc.
  • Participates in the Departmental portfolio meetings when needed
  • Creates and updates on a quarterly basis the Public Information Documents of the Division’s loans and TAs.
Disbursements
  • Administers all activities necessary to process disbursement claims by
    • Reviewing withdrawal applications,
    • Following up submissions,
    • Preparing correspondence and
    • Re-estimating project costs and Bank's commitments and financing percentages
  • Reviews, evaluates, and processes subloan applications from participating financial institutions (PFIs) under the Bank's credit lines
  • Endorses recommendation for approval or rejection in the case of subloans above free limit, or for authorization for withdrawal in the case of subloans below free limit.
Loan Missions
  • Participates in various missions as required such as inception, loan review, mid-term and PCR missions by providing assistance in
    • Collection of information and statistics on procurement, contract awards, and disbursements;
    • Reconciliation of project accounts,
    • Familiarizing Executing Agencies (EAs) with the Bank's loan procedures and
    • Assisting EAs where necessary in the preparation of withdrawal applications
  • Takes responsibilities for ensuring investee adherence to all on-going obligations for reviewing quality, timeliness and information content of all periodic information received from clients, monitoring loan covenants, and drawing to dealing officers attention any perceived deterioration in business environment or status of investees.
Project Review and Monitoring
  • Reviews reports and other products including safeguard documents of the Division's projects to ensure that appropriate attention has been given to environment and social safeguards aspects.
  • Monitors loan and TA compliance with ADB's safeguard policies.
  • Maintains records needed to monitor compliance with loan and TA covenants, to follow up outstanding obligations of executing agencies such as the submission of audited financial statements, monitoring & evaluation implementation, and quarterly progress reports; and inputs data on the status of such compliance into the Project Administration System of the mainframe computer
  • Reviews audited financial statements of the Division’s projects.
Progress Reports
  • Compiles data and statistics on contract awards and disbursements for the assigned projects for the generation of progress reports.
  • Monitors and analyses the actual awards and disbursements against targets to identify shortfalls and their underlying causes.
Portfolio Management
  • Assists PAU head in the review, analysis of reports generated from the Operations Dashboard (ODB).
  • Consolidates regular reports on status of ongoing loan/grant/TA projects, achievement of intended outputs/goals.
  • Provides background analysis of problems encountered, in consultation with dealing officer, of projects classified "At Risk".
Review of Documents
  • Reviews Request for Proposals for the recruitment of consultants and bid documents and provides initial comments to the submissions of Executing Agencies.
Project Processing
  • Supports the Division Director in the divisional resource management for project processing work
  • Coordinates with Team Leaders and their Assistants to
    • Identify mission plans;
    • Collates and consolidates them to prepare divisional mission plans for processing work;
    • Makes adjustments as needed in consultations with director and Team Leaders, and in coordination with their Assistants; and
    • Prepares reports.
Budget Administration
  • Supports the Division Director in the divisional budget management and administration.
  • Monitors budget utilization, checks accuracy and accountability of utilization, identifies budget shortfalls or surpluses, consults Directors for corrective actions, and prepares reports, both of divisional use and for Departmental reporting.
  • For budget mid-year review and preparation of next year budget, analyzes budget utilization and forecast for budget shortfalls/surpluses, and prepares detailed reports.
  • Designs, develops, and maintains divisional budget utilization/monitoring databases to facilitate budget monitoring and identification of remedial measures.
Others
- Performs other tasks as assigned by supervisor/Specialist and as reflected in the incumbent’s workplan.

Educational Requirements:

  • Bachelor’s degree in finance, business administration or a field related to development

Relevant Experience And Other Requirements:

Work experience
- At least 5 years of relevant professional experience
Technical knowledge
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps

  • Effective report-writing and communication skills in English and the national language (as required)
