Multi Country Programme Leader Renewable Energy Innovations
Based in Phnom Penh, Cambodia (International contract)


SNV has recently adopted a programmatic approach to its work in all sectors. This is to ensure that within each sector, there is a clear framework for working at scale and to create a wider platform for knowledge generation and result validation.

The SNV Renewable Energy (RE) sector has one overarching aim that informs more specific objectives to increased access to sustainable, clean and reliable energy sources for households and small enterprises and the development of a vibrant renewable energy sector with an adequate enabling environment.

In pursuing this aim, SNV has expanded the range of RE technologies and strengthened its market-based approach in Asia, African and Latin America. This expansion will continue from the current base that focuses on Renewable Energy resources such as Biomass energy / Crops / Residues (agricultural and other) / Solar / Wind / Hydro and Renewable energy technologies such as Biogas (for domestic and commercial use) / Biomass fuelled improved cook stoves (ICS) / Solar electricity as well as Renewable end uses that are Cooking / Heating / Lighting / Energy supply for SMEs.

In addition to these, SNV is developing a practice in Waste-to-Energy and Water Mills technologies. The apparent emphasis on technologies here simply provides SNV with ‘tangible’ entry points to engage in the RE sector. SNV recognises that technologies by themselves do not address the wider issue of sustainable energy use and access.

Under the broad banner of RE, SNV also situates its rapidly growing work in REDD+. While this may be seen as not ‘strictly’ RE, it sits together with Climate Smart Agriculture and the rest of SNV’s work in RE, to demonstrate a strong commitment to environmental sustainability and climate change.

We are looking for an experienced senior with broad RE expertise who can lead the expansion and especially innovation of SNV’s RE practice and portfolio across SNV countries in Asia. The scope of responsibility includes Renewable Energy programmes and projects in Laos, Cambodia, Vietnam, Indonesia, Nepal, Bhutan and Bangladesh, and sits within the overall framework of SNV corporate strategy and the corporate RE positioning paper.

The Programme Leader will report to the Country Director of Cambodia and will sign a service level agreement with Country Directors in SNV countries in Asia.

Responsibilities
  • Support SNV countries in Asia to update market and donor intelligence on RE in order to inform BD in the sector over the medium term (2013-2015)
  • Identify fundable opportunities for programming in RE beyond SNV’s current portfolio, taking national contexts and poverty strategies into consideration
  • Support SLs in SNV countries in Asia to fully explore fundable opportunities for expanding their current RE portfolios and assess what it would take to exploit these opportunities, bearing in mind cross-country synergies
  • Support SLs to identify openings in RE value chains where SNV can effectively leverage its market development and local capacity building experience.
  • Develop concepts for innovative approaches/technologies within the framework of the sector positioning paper
MILESTONES
By the end of 2013
  • A well-researched proposition for further RE innovation and investment in Asia that draws on SNV strengths and fits within the overall corporate RE strategy (e.g. new truly market-based applications of wind/solar/biomass technologies, carbon emission rights-based financing, closer relationships to ENDEV, the use of IIAS in RE, etc. A BD-RM strategy that underpins the above mentioned proposition, that responds to the differences in national RE markets and donor / funding trends in the region
  • At least 2 proposals submitted for external funding (with full collaboration of interested Sector Leaders)
  • One multi-country proposal developed and submitted for SNV innovation fund and 3 submitted for external funding
By the end of 2014
  • At least 6 proposals submitted for external funding (with full collaboration of interested Sector Leaders)
  • At least 3 multi-country project operational based on external funding.
Candidate profile
  • Advanced Academic qualification in areas relevant to Renewable Energy with a minimum of 10 years of experience in Renewable Energy sector, preferably in Asia.
  • Proven track record of fundraising and relationship management.
  • Verifiable Knowledge and Programme Development track record.
  • Existing network with donors and knowledge partners in Renewable Energy sector.
  • Ability to work in teams and build capacity of senior workforce by providing strategic advisory services.
Contract Duration: 2 years with possibility of extension
