Based in Hanoi, Vietnam with frequent travel (International contract)

In Vietnam SNV currently focuses on three agricultural programmes: Climate Change and Agriculture, Aquaculture and Inclusive Business.

We are seeking for a highly qualified candidate to fill in the post of Sector Leader Agriculture, who is responsible for steering national sector development and quality of practice in line with global sector choices, cross cutting themes and contribute to the overall performance of SNV on country level.

Responsibilities

• Provide strategic direction to the sector in terms of content and leadership to optimize development results and resource mobilisation
• Conceptual development of the sector programmes, including identifying and defining programme interventions and opportunities in the agriculture subsectors, lead on innovations and craft this into practice
• Steer implementation of projects/programmes within assigned budgets, lead complex assignments to deliver meaningful and effective advisory services especially in private sector development;
• Provide guidance and steer on Managing for Results policy and ensure credible M&E indicators and results
• Management and development of human resources in the sector,  this includes evaluating performance of all categories of the workforce; mentor and coach team members
• Build relations with relevant stakeholders including donors, local organisations and knowledge institutions with the objective of profiling SNV and secure additional funding for the sector
• Identify opportunities to mobilize financial resources in collaboration with Global Sector Coordinator, Business Development team and other sector teams in the country
• Provide advisory services in more complex projects and programmes, lead key assignments in the sector, and coordinate and monitor quality of advisory services of the sector team
• Stimulate learning and innovation among sector advisors and across flexible staffing groups, and participate in knowledge development expertise groups/networks 
• Identify improvement areas within SNV Vietnam with the aim of improving service and quality standards

Candidate profile

• Master’s Degree in agriculture, agricultural economics, agribusiness or any relevant field.
• Minimum 8 years of professional work experience, including international experience for development organizations and/or private sector; Experience in Vietnam is plus
• Experience in analysing/implementing value chains in the agriculture sector
• Knowledge and experience in climate change, inclusive business is preferable
• Experience in organizing/executing baseline studies, business & investment plans, and risk analysis and measurement impact frameworks
• Proven capacity of engaging local productive initiatives with international best practices
• Proven track record in resource mobilization & business development; Experience in proposal writing and preparation of project documents
• Experience in leading, managing and coaching a team of advisors
• Experience in networking and relationship management, especially with donors
• Strong negotiation and leadership skills, entrepreneurial skills
• Client and team-oriented attitude
• Excellent communication skills in English both spoken and written
• Willingness to travel regularly to other provinces of Vietnam, and other countries in Asia

Medical facilities:There are several international standard healthcare facilities in Hanoi.
Educational facilities: There are international schooling systems up to IB level in English and French in Hanoi.
Security situation: Very good; peace and security throughout the country.
Accessibility: Daily flights.

Contract Duration: Two-year international contract with possibility of extension.Desire starting date: March/April 2013
