Regional Cooperation and Operations Coordination Div, CWRD, Central and West Asia Department

Job Purpose:

Assist in the assessment of economic developments of assigned country/countries and support economic analysis related to ADB's operational strategies and programs (Country Partnership Strategies and Country Operations Business Plans). Provide support in analytical economic work relevant to country development challenges. Assist in the conduct of policy dialogue with the Government to promote and facilitate ADB policy, strategies and programs and coordinate with other development partners in pursuing policy discussions. Assist in the planning and execution of activities of the Central Asia Regional Economic Cooperation (CAREC) Secretariat (in particular, the logistics function) to enhance the ADB’s coordination of the CAREC program as Secretariat and lead development partner. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

Expected Outcomes

a. Strategy and Planning
- Assist in sector assessments and policy dialogue in key economic sectors and operational areas for ADB.
- Assist in economic, sector and thematic work as contributions to country specific reports and write-ups including the Quarterly Economic Update, Asian Development Outlook (ADO), and the Annual Report
- Assist in monitoring and analyzing macroeconomic, social and sector developments in assigned country/countries.
b. Economic, Sector and Thematic Work
- Assist in the assessment of macroeconomic, social and sectoral developments in assigned country/countries with a focus on the development of strategies and programs, including policy reforms, institutional improvements and investment programs.
- Assist in the economic, sector and thematic work to prepare economic/programming and/or macroeconomic management related studies and periodic reports on the state of the economy and specific issues as required
- Provide inputs to ADB-wide economic analysis documents and publications, including coordinating and reviewing Asian Development Outlook (ADO) and ADO Update chapters.
c. Regional Cooperation and CAREC Secretariat
  • Assist in implementing ADB's assistance in providing secretariat support for the CAREC Program, with a special emphasis on TTF and on coordinating the CAREC Overall Institutional Framework (OIF).
d. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
e. Staff Supervision
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

A University degree in economics; preferably at post-graduate level or its equivalent

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level. At least 6 years of relevant professional experience in economic or sector policy
- formulation, macroeconomic analysis, project economic and financial analysis, or related area as well as in project administration
- Excellent oral and written communication skills in English
- International experience working in development in several countries

  • This position is funded by the Government of Germany. Subject to the availability of funding, the fixed-term appointment is for one year, which may be extended by another year, by mutual agreement between ADB and the Government of Germany.
