Construction Site Guard – Louis Berger - Iwakuni, Japan

Position Requirements
Must be a US Citizen and eligible to apply for a Secret security clearance
Able to relocate to Japan for 12 months; personnel residing in Japan may have priority. 
Prior experience in military police or other security positions is preferred. 
OHSA 30-Hour Construction Safety training course a plus.

 
Typical duties of Guard Force
The following is a list of the general duties performed by the guard force:
a. Take possession of and maintain a set of keys to the gate locks on the construction site, a serialized set badges provided and two copies of a roster of personnel authorized to access the construction site.
b. At a minimum, conduct daily inventories of keys, badges and rosters.
c. Unlock the construction site at the appointed hour and maintain full time presence while the site is unlocked.
d. Require all personnel entering the construction site on foot or in vehicles to show acceptable identification. Verify personnel are authorized to access the construction site by comparing identification to the current roster.
e. Distribute badges to authorized construction personnel accessing the site on foot or in vehicles. For personnel not listed on the current roster authorizing access, handle as a visitor (see para. J of this section)
f. Maintain a hard copy Personnel Log of construction personnel accessing the construction site.
g. Maintain a hard copy Vehicle Log of vehicles, equipment and materials accessing the construction site.
h. For visitors on foot or in vehicles:
1. Ensure that an escort is present.
2. Ensure the escort provided has not exceeded the maximum allowable visitor/escort ratio.
3. Require the visitor to show identification. Require the escort to provide all required Visitor Log entries.
4. Maintain a hard copy Visitor log.
5. Issue a visitor badge to the visitor.
6. Collect badges as visitor depart site.
i. At close of working hours, verify with the Army Corps of Engineers Project manager, or designee, that the construction site is cleared of all personnel. If the guard does not receive this confirmation at agreed upon time, the guard will call (via telephone) the Army Corps of Engineers Project Manager to have this confirmation provided. If confirmation is still not received, the guard will contact the Contracting Officer’s Representative or designee.
j. Lock the construction site at the appointed hour and maintain positive control of keys until the following work day.
k. Submit hard copy Personnel, Vehicle and Visitor logs to the Site Security Manager or designee, via the Contractor Guard Supervisor by 0800 of the following weekday.
l. Obey all proper orders emanating from supervisory authority.
m. Other duties as assigned.
