Senior Software Architect/ IT Manager - International Relief & Development - Kabul, Afghanistan

Location: Kabul Afghanistan
Classification: Regular Full Time

The Senior Software Architect plans, designs, develops and maintains geospatial web and mobile applications for use by IRD programs as well as designs and writes software modules, tests and deploys system level software, and monitors system performance. 

Essential Job Functions:

• Develops and maintains applications used to geospatially catalogue features or events and integrate with other open-source or commercial applications to create end-to-end systems including problem analysis, mobile and web client software;
• Produces well documented, clean and scalable code as well as re-factor legacy code for enhanced performance;
• Creates and maintains technical documentation;
• Assists the System Architect and Software Development team in defining requirements;;
• Creates and maintains technical documentation;
• Keeps abreast of current trends in software technology related to geospatial databases, smart phone applications, workflow integration and document management systems;
• Works closely with EQUALS technical teams and other partners to define system requirements; and
• Other duties as assigned.

Required Skills & Experience:

• Bachelor’s degree in Science, Information Technology or related mathematical / scientific field with 12+ years of experience in progressively complex multi-tier application development.  (A wide experience with other platforms, architectures and deployment scenarios is also required.)
• Fluency in English.
• Willingness to liaison with users in various national and international organizations.

Preferred Skills & Experience:

• Demonstrated working experience in the following applications: Mobile Technologies (such as Android, Windows Mobile), Java, Java Servlet Technologies, JavaScript (jQuery), Apache HTTP Server, Apache Tomcat, PostGreSQL, PostGIS, OpenLayers, ESRI ArcSDE (for Java), Eclipse and Maven.
• Demonstrated working experience with PostGIS spatial extension.
• Demonstrated working experience with mobile applications (Android) development.

Physical Requirements:
All IRD personnel who work in Afghanistan must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis.  Candidates will be required to provide medical certification to IRD's satisfaction of the absence of any conditions that might impair a candidate's ability to meet these requirements.
