Capacity Development Advisor (MAEPA) - International Relief & Development - Kabul, Afghanistan

MAEPA is a trilateral project of the Malaysian, Australian and Afghanistan Governments and was announced in Kuala Lumpur in July 2008 by the Malaysian and Australian Prime Ministers. The Project has completed two phases, MAEPA 1 in 2009 and MAEPA 2 in 2010 and is currently in the last stage of MAEPA 3. The third phase of the Project commenced in 2011.  The Project goal is to enhance education in Afghanistan through the adoption of new approaches to teacher education and institutional leadership in the Teacher Education Directorate (TED) and Teacher Training Colleges (TTCs).   
 
MAEPA sits within AusAID’s Development Assistance Facility for Afghanistan (DAFA) and IRD is the contractor managing the Development Assistance Facility for Afghanistan (DAFA) III. 
 
This position is for a Capacity Development Advisor to continue the implementation of the Capacity Development Program (CDP) for MAEPA 3.   The CDP targets the leaders of TTCs and TED, Ministry of Education (Afghanistan).  The Capacity Development Adviser will take responsibility for planning and implementing the Afghanistan based Capacity Development Program including an on-the-job training program (OJT) for TTC/TED managers and a Women’s Leadership Training (WLT) program. It is expected that this will require ongoing negotiation and planning with TED managers so that activities integrate with and strengthen TED and TTC operations.
 
The Capacity Development Adviser will take the lead in undertaking analysis of learning needs; coordinating with the Teacher Training Expert and the DAFA Gender Advisor in the development and facilitation of Women’s Leadership Training. 
 
For both the participants of the Leadership Management Training (held in Malaysia earlier in 2012) and the Women’s Leadership Workshop, the Capacity Development Advisor will take responsibility for monitoring on-going learning needs.  Based on identified need provide on- the-job training and workshops to ensure continued strengthening of skills to support the TED and the TTCs.
 
While engaged on these tasks, the Capacity Development Advisor will work in a multinational team.  The advisor will have a significant role in ensuring quality of the capacity development outcomes.  This person will undertake and complete the duties prescribed in the Terms of Reference below.
 
RESPONSIBILITIES/ TASKS
 
1. In consultation with the MAEPA Project Manager, and Senior Managers at TED negotiate a work plan.
2. Conduct a training needs analysis, develop training plans and identify training and delivery solutions for 60 graduates of the Leadership and Management Workshops conducted in Malaysia, to ensure ongoing development of leadership management skills and knowledge to strengthen the TED and TTCs. 
3. As outlined in the training plans, design and deliver a series of on-the-job trainings and at least two workshops to strengthen leadership and management skills of the LMT graduates. 
4. Develop learning and teaching materials for OTJ training and workshops, methods of assessment.
5.  Monitor implementation of the LMT action plans at three months and six months.  Design and deliver refresher training as required to ensure plans are implemented and reflect the MAEPA Project Goal and that of the Ministry.  Provide progress reports after each monitoring activity. 
6.  With the support of the DAFA III Gender Adviser, and the Teacher Training Expert identify the training needs of the stakeholders (TTCs and TED) and, develop curriculum and training materials for a Women’s Leadership Training (WLT).
7. With the support of the Teacher Training Expert, train and coach facilitators to assist in the delivery of an 18 day workshop for Women in Leadership. 
8. Facilitate the delivery of an 18 day workshop for Women in Leadership to meet the needs of the participants and other stakeholders.
9.   Deliver refresher training activities for graduates of the WLT after one month.
10.  Provide a report on the WLT and participant progress.
11. Where possible provide input about the Capacity Development Program to Trilateral
Steering Committee Meetings
12. With support of DAFA Monitoring and Evaluation (M&E) Adviser, plan and implement M&E for the CDP, in particular using participatory approaches.
13. Develop the evaluation skills and knowledge of TED managers to assist in M&E, as required.
14.  Provide a report to contribute to the MAEPA 3 progress and final reports include a description of the capacity development activities, the monitoring and evaluation approach, an analysis of  the data and recommendations.   
 
REPORTING TO:
The Capacity Development Adviser will report to the MAEPA 3 Project Manager. The Capacity Development Adviser will work in a cooperative team environment with other DAFA III and MAEPA team members. The Capacity Development Adviser will work closely with the Teacher Training Expert in relation to WLT curriculum development.

DURATION AND LOCATION
The Capacity Development Adviser position will be based in Kabul for a total duration of 4.5 months for the remainder of the project (October 2012 to March 2013)
 
QUALIFICATIONS, EXPERIENCE AND SKILLS
1. Post graduate qualifications in Education, or related field
2. Demonstrated successful experience in management roles, including leading institutional quality improvement processes
3. Extensive experience in providing mentoring and on-the-job training in cross-cultural
Contexts
4. Demonstrated successful experience designing and implementing capacity development and training programs in developing countries, including delivery through interpreters
5. Proven high level communication, negotiation and teamwork skills in cross-cultural
contexts
6. Demonstrated high level facilitation skills and people management skills with an ability to coordinate with a diverse range of stakeholders
7. Excellent understanding of issues relating to the education of girls and women in developing countries
8. Ability to facilitate training in gender awareness and inclusion
9. Demonstrated experience in program evaluation in the education/ training context.
10. Effective computing skills for training program development needs and reporting;
including word processing (MS Word) and spreadsheets (MS Excel)
11. Experience working in Afghanistan or related context highly regarded
12. Experience working in conflict and post conflict environments and/or projects targeting gender issues highly regarded
13. Previous experience in planning for workplace learning, development of leadership or management training, or similar, highly regarded
14. Ability to live under security restrictions and work under pressure to meet tight deadlines
15. Ability to operate at a high level in a complex, changing environment, and respond
flexibly to changing circumstances
16. Excellent spoken and written English
