Senior Advisor, Newborn Clinical Services - Save the Children - Jakarta, Indonesia

Summary

We are seeking a licensed pediatrician with recent hospital- based clinical experience and 5+ years’ experience in developing countries to ensure the technical and methodological soundness of the Expanding Maternal and Neonatal Survival (EMAS) Program in Indonesia.  EMAS is a 5-year, $55 million USAID-funded program that aims to improve quality of emergency obstetric and neonatal services in hospitals and health centers.  Working within a team of Indonesian clinicians, the Senior Advisor will provide support to professional associations and health facility staff to accelerate translation of research findings into best practices to improve the health of mothers and newborns.

The EMAS program is led by Jhpiego and Save the Children (SC) provides leadership for neonatal care on the EMAS program.  The Senior Advisor will report on a day to day basis to the EMAS Director from Jhpiego.  S/he will have technical supervision from the SC Sr. Advisor for Newborn Health and management support from the Senior Director, Dept. of Health & Nutrition

Responsibilities
  • Provide technical leadership to increase quality of facility-based neonatal health services particularly on essential newborn care, newborn resuscitation, and care of preterm newborn (including respiratory support).
  • Together with EMAS partners, strategize for expansion of EMAS quality based neonatal health care into all EMAS supported facilities and to support sustainable and scalable improvements at the national level
  • Provide hands-on technical assistance in pediatric and neonatal health facilities (clinical mentoring, technical updates)
  • Work closely with the EMAS director, IDAI and professional associations to develop and coordinate a newborn health care mentoring program of US clinicians from Massachusetts General Hospital and American Academy of Pediatricians/Survive & Thrive Global Development Alliance. 
  • Monitor progress of the health facilities in achieving performance standards and identify appropriate strategies for assisting facilities to resolve gaps in services.
  • Support the EMAS clinical team in meetings with professional and hospital associations
  • Identify and disseminate best practices and new technical strategies and approaches in maternal and newborn health, with an emphasis on the aforementioned gaps in newborn health care in Indonesia.
  • Provide technical leadership in policy dialogue and technical and policy engagement with EMAS and the Ministry of Health and professional associations.
  •  Review or develop new documents and job aids in specific areas of expertise in maternal and newborn health (MNH), particularly related to essential newborn care, newborn resuscitation, newborn sepsis management, and care of preterm newborns.
  • Contribute to the ongoing refinement of EMAS approaches and performance standards and support development of neonatal materials and job aids.
  • As requested, provide technical assistance to the professional association to develop policy statements
  • Serve as an advocate for MOH and professional association to adopt EMAS approaches
  • Represent EMAS in national, regional, and global forums by participating and presenting in pertinent meetings and conferences
  • Contribute to annual workplans and quarterly/annual reports
Required
  • Medical degree.   PhD and/or Master’s degree in public health, or relevant training, preferred.
  • Minimum 10 years’ experience working in the technical area (preferably 10 years of clinical practice post-training)
  • Licensed Pediatrician with recent hospital-based clinical experience and strong clinical and technical skills in pediatric  and newborn health
  • Experience in working in Africa or Asia preferred.
  • Minimum of 5-7 years’ experience within  developing countries, including experience designing and managing maternal and neonatal programs and innovations;
  • Ability to develop and monitor new approaches to improve quality of care through capacity building, and to apply best practices.
  • Understanding of USAID donor programming priorities and technical requirements preferred.
  • Able to give effective and engaging presentations to groups and individuals.  Strong verbal and written communications skills
  • Ability to work independently and has a track record of accomplishment which illustrates ability to design, manage and implement research activities.
  • Excellent interpersonal skills and the ability to work as a team member with diverse staff, field office and local country staff, and partner agencies.
  • Documented experience advising international health programs
  • Documented experience designing and implementing capacity building programs for improving service delivery, including training, mentoring and nurturing professional staff
  • Proven record of working effectively with and leading teams of health professionals 
  • Experience working within a professional association preferred
  • Ability to travel independently and interact professionally in challenging environments in developing countries
  • Ability to travel within Indonesia up to 30% of time
  • Demonstrated ability and desire to acquire Indonesian language skills
