Deputy Director, Program Implementation - Save the Children - Myanmar

 Description

The Deputy Director Program Implementation (DD-PI), based in Yangon, is a senior management position working closely to support the Program Director in the oversight and management of three grants from the Global Fund for Aids, Tuberculosis and Malaria (GFATM) with an overall budget of roughly $100 million over 5 years.   Save the Children will serve as Principal Recipient (PR) for these three separate large grants, which are performance-based, and will be managing 14 Sub-Recipients (SRs) - all International NGOs. The DD-PI is responsible for overall planning, management, and execution of the HIV/AIDS, TB, and malaria activities implemented under the GFATM grant by the 14 INGO Sub-recipients.  Supervising and supporting three program managers, one for each disease area, the DD-PI will help to ensure timely, high quality and effective delivery of services in compliance with the GFATM-approved workplan and agreed targets.  The DD-PI will collaborate with other senior members of the GFATM project staff to develop a strong, cohesive team that is capable of delivering the results required by the GFATM.
 
Responsibilities
  • Overall responsibility for planning and management of GFATM program implementation in order to achieve agreed targets in accordance with the workplan
     
  • Provide leadership and support to the HIV/AIDS, TB, and malaria teams in their work with the SRs
     
  • Foster an environment of shared learning and collaboration among all team members, including SRs, and across sectors
     
  • Provide adequate supervision and oversight of staff and carry out requisite performance appraisals
     
  • Establish and maintain a strong and positive working relationship with SRs, co-PR, relevant UN agencies and Myanmar Government officials
  • Develop communication mechanisms and schedules to ensure efficient and effective management of information
     
  • Provide guidance and oversight of technical components of the project to ensure implementation that complies with GFATM requirements
     
  • Develop coordination mechanisms for effective collaboration among SRs
     
  • Take the lead in maintaining coordination among all relevant actors involved in GFATM in Myanmar
     
  • Participate in relevant meetings, seminars, workshops, and relevant forums as required
     
  • Provide technical support across the HIV/AIDS, TB, and malaria programs to ensure that activities are of the highest standard
     
  • Ensure the availability of appropriate national and international technical assistance providers, including regional and HQ staff as well as consultants for program design and delivery as required
     
  • Provide guidance in designing and conducting training workshops to enhance capacity of implementing SRs and SSRs for effective implementation of activities
     
  • Work closely with the SRs, the co-PR and relevant UN agencies
     
  • Interface regularly and appropriately with national level technical mechanisms, particularly the Myanmar CCM’s Technical Strategy Groups for HIV/AIDS, TB and malaria
     
  • Ensure open communication and strong coordination among partners and colleagues
     
  • Represent the HIV/AIDS, TB, and malaria sectors in all appropriate forums, meetings, workshops, etc. in consultation with the Project Director
     
  • Serve as Acting Program Director as requested
     
  • Represent the SC GFATM team as required
     
 
Requirements
  • Minimum – MD, Master’s degree in public health or related fields
  • Minimum of 10 years of experience in implementing health sector programs including HIV/AIDS, TB, and/or malaria, in an international context, with at least 5 years experience at the senior management level. Experience interfacing with senior government health staff in an international setting
  • Demonstrated experience working on complex, multi-partner projects in an international setting
  • Demonstrated experience in providing technical support to health sector programs in international settings
  • Experience working for GF ATM projects implementation and/or management
  • Experience on managing teams and partnership with other teams
  • Experience in, and/or knowledge of, Myanmar is preferred
  • Excellent interpersonal skills
  • Strong verbal and written communications skills with experience in cross-cultural settings
  • Ability to develop and foster relationships both with GFATM partners and peers and Save the Children colleagues, advisers, and supervisors
  • Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
  • Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines
  • Ability to work successfully in a complex political environment and on sensitive issues
  • Computer skills, specifically with Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook) and HTML
  • Fluency in English
