Transparency and Accountability in ADB Developing Member Countries
 
Enhancing Good Governance
Governance has been considered a key driver of change in pursuit of the priorities and targets of Strategy 2020. The strategic framework for ADB's governance and anticorruption work is guided by its governance and anticorruption policies and the Second Governance and Anticorruption Action Plan (GACAP II). ADB’s Sound Development Management (1995) set a broad agenda. Meanwhile, GACAP II (2005) provided a risk-based approach and seeks to enable developing member countries to design and deliver better quality projects through improvements in (i) country partnerships and strategies (CPS) for social and economic development; (ii) program and project designs; (iii) program/project administration and management; and (iv) institutional capacities, operational practices and human resource skills—beginning internally with ADB. It outlines a comprehensive risk-based approach to managing governance and fighting corruption, refocusing efforts to achieve results in three priority areas in the sectors where ADB operates: improving public financial management; strengthening procurement systems; and combating corruption.
(http://www.adb.org/themes/governance/action-plan) In its work program, IED plans to assess the relevance and effectiveness of ADB's governance policy and operations over time, including GACAP II and its main areas of emphasis (i.e., public financial management, procurement, combating corruption) in a forthcoming special evaluation on study on enhancing good governance in public sector operations in 2013.
The internship seeks to expose the candidate to evaluation research, specifically on issues and development approaches in governance, i.e., those involved in building systems for transparency and accountability of government.


Summary of Job Description
The intern will work on selected issues in some of the following research areas: (i) the concept of governance as defined by ADB; (ii) the conceptual framework for transparency and accountability; (iii) indicators for transparency and accountability in Asia and the Pacific; (iii) approaches used to strengthen these aspects of governance and evidence of success; and (iv) practical approaches that ADB can use in its approach to governance. During the assignment, the intern is expected to prepare a draft paper on the selected study topic, give a seminar, and finalize the paper based on feedback.

Educational Requirements:

Candidates must:
  • be enrolled in a Masters or PhD program in political economy, economics or development related fields, at a school in one of the ADB member countries, both prior to and after the internship assignment.
  • be engaged in academic study in a field directly related to ADB's work.

Relevant Experience And Other Requirements:

  • Preferably has some research experience.
  • Be familiar with relevant literature.
  • Possess an excellent command of English and good writing skills.
  • Proficient in statistical techniques and data bases.

Other Information
  • Position reports to assigned Professional Staff Supervisor.
  • Candidates must be a national of one of ADB’s member countries.
  • Past interns are ineligible to apply in subsequent years.
  • Close relatives of ADB personnel are ineligible to apply but ADB spouses may apply if the eligibility requirements are met.
  • Internship duration is 8-10 weeks.
  • Assignment is from April to June/July 2013.
