Deputy Chief of Party - International Relief & Development - Kabul, Afghanistan

The Deputy Chief of Party assists in the management of the program, provides technical direction and assists in the overall leadership of the program and staff. Additionally, works to ensure successful implementation of the program and as requested, participates in efforts to develop new programs.

 
Essential Job Functions:
  • Provides guidance and oversight to technical teams;
  • Plans, organizes, leads and controls allocated resources of technical team with significant impact upon the overall operations of the program;
  • Ensures timeliness, cost and quality of all activities performed;
  • Oversees the preparation and submission of program and technical related weekly, monthly, quarterly, annual and ad hoc/special reports to donors, IRD HQ and other sector stake holders;
  • Assists the team leads in preparation of annual work plans that identify key objectives, responsible staff, deliverables and potential roadblocks;
  • Develops innovative approaches to non-routine, non-recurring work requests based on acquired expertise and knowledge of organizational philosophy and personnel capabilities;
  • Identifies and allocates manpower and resources to ensure completion of established objectives within budgetary and schedule guidelines while upholding high technical standards;
  • Supports the recruiting of long- and short-term technical expatriate staff;
  • Conducts employee performance reviews and disciplinary actions as needed;
  • Liaises with donors in support of program objectives. In this capacity the incumbent maintains a high level of involvement in client and donor activities to achieve insight into areas where support maybe applied to accomplish client goals most effectively; and
  • Other duties as assigned.

Required Skills & Experience:
  • Master’s degree in related field with 13+ years experience in overseas development managing large US Government (USAID, DOS or USDA) funded programs
  • Demonstrated knowledge of international development programming, project development, grant administration and management procedures.
  • 5+ years of experience with international NGOs administration to deal with the design and development of infrastructure development projects.
  • Advanced knowledge of Microsoft Office Suite.



Preferred Skills & Experience:
  • 5+ years working experience in post-conflict environments.
  • Advanced knowledge of Microsoft Office Suite.

Travel Requirements:
  • Up to 20%

Physical Requirements:
  • All IRD personnel who work in Afghanistan must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis.  Candidates will be required to provide medical certification to IRD's satisfaction of the absence of any conditions that might impair a candidate's ability to meet these requirements
