International Relief and Development (IRD) is a non-profit organization specializing in international development and humanitarian assistance. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.
IRD is seeking a Chief of Party candidate for an anticipated Government of the Islamic Republic of Afghanistan funded ARDS  Engineering and Consulting Services project that supports the Government of the Ministry of Energy and Water.   The project will work directly with the Ministry providing oversight of construction and rehabilitation of water projects, design and conduct river basin studies and irrigation project formulation.

The Chief of Party will provide overall management and general technical direction of the entire program. S/he will serve as a representative to the Ministry, liaising with the donor as well as other government ministries and partners and other agencies. This position will be responsible for the program achieving target results, and will identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. This position is contingent on funding and will be based in Kabul.

Required Skills
• Master’s Degree in Civil Engineering, PE certification preferred; • A minimum of 8-10 years as a senior manager of large scale international donor technical assistance projects, with prior Chief of Party on USAID funded projects preferred; • Technical expertise in the areas of water resources management, civil engineering and capacity  building and  development; • Recognized ability to establish strong working relationships with officials’ at all relevant levels of host country governments, especially within the Ministry of Energy and Water and with international institutions/other donors; •  Demonstrated experience liaising with Afghanistan government officials, US government development partners and other multinational organizations and groups; • Prior experience managing complex, multi-faceted donor projects; • Prior experience working within a government ministry a plus; • Proficiency in program management, utilizing analytical, program design, and M&E tools to achieve results; • Demonstrated leadership in building the capacity of local staff and partners; • Experience working in conflict areas, preferred; • Fluency in English.
