Project/Proposal Summary:
In June 2011, MSI was awarded a contract by USAID to provide monitoring, verification and evaluation services to USAID covering USAID-supported programs throughout Pakistan. The goal of the Monitoring and Evaluation Program (MEP) is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
Position Summary:
The Construction Specialist will be a member of a four-person team to conduct an outcome evaluation of road construction activities under Quick Impact Projects (QIP) in the Federally Administered Tribal Areas (FATA), with a specific focus on gender issues. The outcome evaluation will be carried out in accordance with the USAID evaluation policy and directives and MSI evaluation standards. The consultant will work on an intermittent basis for up to 40 working days (estimated) between mid-January and mid-March 2013 (tentative), to be finalized in the evaluation Statement of Work (SOW) approved by USAID.  S/he will report to the evaluation Team Leader and the Evaluation Manager.  Most of the work will be carried out in Islamabad, with short visits to Khyber-Pakhtunkhwa and/or FATA.

Responsibilities:
• Review relevant background documents.
• Participate in a Team Planning Meeting (TPM) in Islamabad and help finalize the SOW and the team’s work plan.
• Participate in the design of an evaluation framework (including indicators) to assess the gender outcomes of the above mentioned roads infrastructure project.
• Discuss roles and responsibilities of evaluation team members during the TPM.
• Design instruments for Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs).
• Conduct on-site KIIs and participate in the group discussions.
• Participate in development of data collection and analysis protocols (quantitative data collection and FGDs will be sub-contracted).
• Participate in the data analysis and project report writing.
• Undertake other tasks required for the successful completion of the evaluation.

Qualifications:
• Advanced degree in a relevant field.
• At least ten combined years of relevant short-term and long-term experience.
• Applied knowledge of Pakistan’s road construction rules, regulations and practices, preferably in post-conflict and/or conflict-affected areas.
• Ability to travel throughout Pakistan and to the FATA, KP and South Waziristan regions.
