Job Purpose:

Lead country economic assessment and development policy studies that underpin the planning, design, and implementation of ADB's operations in the People's Republic of China (PRC). Lead effective design and processing of delegated and non-delegated TA projects. Support the Country Director (CD), PRC Resident Mission (PRCM) in policy dialogue with the central and local government agencies and other development partners on key challenges the PRC is encountering, and on key topics in the ADB's continuing development partnership with PRC. Responsible for effective and efficient planning and implementation of knowledge work. Conduct macroeconomic assessments of the country and provide policy advice to the Government and civil society in the country. Lead the economics unit in PRCM, coordinate with other economists in the Department for PRC-related economic sector work, and interact with other departments and offices for region-wide and comparative development studies. Work within general policies, principles and goals, having freedom to work with clients.

Expected Outcomes

a. Country Economic Analysis

- Identify and coordinate country economic reviews and policy studies with emphasis on structural and institutional challenges to sustained and balanced economic development.
- Lead and coordinate the preparation of policy notes, “Observations & Suggestions” series, on relevant emerging policy issues, in close coordination with the Department.
- Lead and coordinate country diagnostic studies as an input to the preparation of the Country Partnership Strategy (CPS) for the PRC.
- Supervise unit staff in maintaining and updating the country economic database, prepare the Asian Development Outlook (ADO) country chapter and its updates.
- Prepare the PRC Quarterly Economic Update.
b. Project Management

- Lead and coordinate the effective design, processing and administration of both delegated and non-delegated TA projects so that intended results are produced.
- Efficient project/program implementation and rapid problem resolution.
c. Operations Support

- Assist the CD in policy dialogue with the government agencies and other development clients, including domestic policy advisory and research groups, on key policy issues regarding economic performance, medium-term prospects, and development priorities and strategies.
- Support the CD in the public dissemination of ADB operations in PRC and maintain effective communication with media, non-government organizations and civil societies.
- Assist the CD in coordinating with other international agencies, including the International Monetary Fund, the World Bank and other multilateral and bilateral development partners, with a view to encourage mutual learning of perspectives and experiences on country operations in PRC and to support external dissemination of development insights and practices from PRC operations.
- Undertake other tasks as required by the CD, including the preparation of high-level management visits to PRC, speeches, presentations, and other administrative tasks as appropriate.
d. Knowledge Sharing

- Effective and efficient planning and implementation of knowledge work in connection with PRCM, Department or other ADB’s department initiatives.
- Liaise with government agencies, multilateral and bilateral organizations, other researchers and civil society to review and exchange information on issues of economic and public policy.
- Represent ADB and participate in government and development partner’s meetings and working groups, as assigned, for knowledge sharing and coordinating and promoting ADB’s development initiatives and institutional views on selected subjects.
- Make presentations in workshops and conferences, and interact with the media in press conferences and individual interviews as needed.
e. Staff Supervision

- Lead the Economics Unit and supervise the work of team members.
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

Master's Degree, or equivalent, in Economics, with expertise in one or more of the following fields: Economic Development, Macroeconomics, Public Finance, Financial Sector, International Economics. University degree in Economics, with expertise in one or more of the following fields: Economic Development, Macroeconomics, Public Finance, Financial Sector, and International Economics, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 12 years of relevant professional work experience.
- International experience working in development in several countries.
- Sound conceptual and practical understanding of macroeconomic and inter-sector linkages in large developing and transition economies.
- Strong analytical and technical capability in development policy studies, and country and sector economic analysis.
- Clear understanding of a multilateral development bank's operational strategies, policies and procedures.
- Clear and effective written and communication skills in English, preferably with writing and speaking proficiency in the Chinese language.
- Strong interpersonal and cross-cultural skills to interact effectively with government officials, international organizations, executing agencies and other donor agencies.
