Position: Chief of Party, Community Engagement Program
Location: Amman, Jordan


Project/Proposal Summary:  This USAID-funded rapid response community engagement program in Jordan will work with local partners to mitigate and resolve tension and instability caused by both domestic volatility and the massive influx of refugees. The program will focus on two primary components: 1) Mitigate community tensions through increased ability of non-government organizations (NGOs), community based organizations (CBOs), government authorities, informal actors and communities to peacefully and constructively resolve community stressors; and 2) Promote positive interaction between displaced Syrians and Jordanian host communities.

Position Summary:
The Chief of Party will be a long-term expatriate position based in Amman, Jordan and will be responsible for the in-country management of a large and complex rapid start-up project.

Responsibilities:
• Provide overall leadership, management oversight, and technical direction to the project in consultation with the MSI home office technical director.
• Serve as principal project contact with USAID, Jordanian governmental counterparts and non-governmental stakeholders on program communications and technical implementation activities.
• Develop strategic partnerships with other USAID projects and local and international organizations to achieve program objectives.
• Collaboratively design a strategic, long-term programmatic vision that is in line with USAID objectives.
• Lead the country-wide project implementation team to accomplish project objectives while building the technical capacity of staff, community leaders, and local government officials.
• Design and develop targeted strategies to respond to technical issues around stabilization, resource allocation, community engagement, and good governance.
• Ensure compliance to the subcontracting and grants management plans and overall contract compliance, reporting, security policies, and program results.
• Oversee the drafting of required annual work plans, reviews, technical and administrative reporting, Monitoring and Evaluation plans, and reporting.
• Supervise and coordinate the work of subcontractors, consultants and grantees: review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables.
• Ensure that technical, financial, and administrative activities are carried out according to USAID and MSI policies, regulations, and procedures.

Qualifications:
• Bachelor’s degree or equivalent in international affairs, political science, conflict mitigation, international development, or a related field; Graduate degree preferred.
• Minimum seven years of senior level experience designing, managing, and implementing complex development projects with an emphasis on rapid impacts.
• Minimum five years of experience in development program operations, and various types of grant management (grants under contract, FOGs, in-kind grants).
• Demonstrated experience overseeing rapid program start-up.
• Technical expertise in local governance, capacity building and peace-building.
• Leadership experience managing fast-moving, high impact projects in complex environments.
• Demonstrated diplomatic skills leading politically sensitive projects.
• Fluency in USAID’s policies and procedures for cooperative agreement financial management, financial reporting, programming and procurement.
• Experience living and working in the Middle East, experience working in Jordan a plus.
• Excellent oral and written communication skills in English; Arabic language proficiency a plus.
