Project/Proposal Summary:  This USAID-funded rapid response community engagement program in Jordan will work with local partners to mitigate and resolve tension and instability caused by both domestic volatility and the massive influx of refugees. The program will focus on two primary components: 1) Mitigate community tensions through increased ability of non-government organizations (NGOs), community based organizations (CBOs), government authorities, informal actors and communities to peacefully and constructively resolve community stressors; and 2) Promote positive interaction between displaced Syrians and Jordanian host communities.

Position Summary:
The Senior Grants Manager will be a long-term expatriate position based in Amman, Jordan and will be responsible for the day-to-day management of a large, fast-moving grants program.

Responsibilities:
• Assisting in developing Statements of Work and other grant design elements.
• Reviewing the initial RFA/APS for program grants, for approval by the home office.
• Maintaining responsibility for the grant competition and ensuring that all grant competition requirements are met, if required. In the absence of competition, preparing appropriate justifications for exemption from competition.
• Documenting the decision of the grants committee and following up with applicants.
• Drafting an initial grant agreement using provided templates and in partnership with the proposed grantee.
• Ensuring efficient processing of all grants documents through the required approvals.
• Assist Project Leadership to design, revise, and implement grant-making strategies in concert with USAID project priorities.
• Coordinate with grantees and technical staff during the execution of grants, including tracking milestones, payments, compliance, delivering training to improve grantee administration capacity, working with technical staff on timelines and deliverables.
• Analyze the budget estimates and execution to ensure feasibility, consistency, allocable costs, and compliance.
• Ensure that the grant tracking database is up to date.
• Liaise closely with MSI’s home office and serve as primary focal point for field office and home office on all grant issues.
• Ensure timely communications with project leadership, M&E, and communications staff on issues and items concerning grantee achievements, notable events, performance, completion of milestones, and other areas of interest.
• Ensure complete files of all documentation generated with each grantee, including applications, contracts and deliverables, communications (posters, press releases, printed documents, media documents), documentation of emails and letters, brief records of all phone conversations.
• Supervise and closely coordinate with the Grants Assistants.
• Carry out other duties as assigned.

Qualifications:
• Bachelor’s degree in management, logistics, contractual law or a related field required, graduate degree preferred.
• Minimum seven years of professional experience in the implementation and management of development projects in a comparable context.
• Strong skills in financial analysis, communication, proposal analysis, and project implementation monitoring.
• Prior experience managing US government contracts and grants including demonstrated ability to conceptualize, develop, and manage grant activities in partnership with civil society organizations.
• Experience assessing technical/organizational capacities and proposing capacity-building strategies for current or potential grantees.
• Detailed knowledge of USAID rules and regulations required, OTI grant experience preferred.
• Prior experience managing teams and supervising staff.
• Ability to handle multi-tasking, and work in multi-cultural and multi-ethnic environments.
• Must be willing and available to travel extensively in-country.
• Ability to communicate and work well with clients and stakeholders.
• Excellent organizational and time-management skills.
• Fluency in English required; fluency in Arabic highly desirable.
