  PURPOSE OF POSITION:

Communications & Information Management:
The Manager is responsible for developing a shared understanding of Humanitarian & Emergency Affairs' (HEA) identity, vision and mission through the development and implementation of a communications plan to support HEA's overall strategy and objectives. The Manager will oversee information and communications aspects of HEA's community of practice, working to engage and inform HEA staff as well as leadership and staff across the wider World Vision (WV) Partnership. This strategy will be developed through close liaison with Partnership Communications, to ensure a shared understanding of identity, strategy and key initiatives that tell the 'integrated story' within HEA. HEA is part of World Vision's organisational story, with a special focus on its contribution to World Vision's aspirations and objectives related to the well-being of children, especially those in contexts of humanitarian disasters.

Next Generation Disaster Response & a focus on HEA in 2020:
During at least the next 12 months, the Manager will have a specific focus in support of HEA leadership in the messaging and roll out of this new initiative (NG), especially in the context of the orchestration role that HEA has within this initiative. This initiative has significant aspects of organisational development and change management which will require well constructed communications and leadership engagement across the organisation. The position will seek to develop communications plan that support the creation of ownership and accountability of disaster response among leaders within the World Vision Partnership, which is critical to the success of the initiative. Going beyond the Next Generation initiative, HEA has embarked upon a multi-year change process that will significantly modify the business model that HEA operates by in its mandated role in disaster management. The entrepreneurial dimensions of this modified business model will influence HEA's engagement with other World Vision International (WVI) and external stakeholders, and will require well developed and executed communications strategies, linked with change management initiatives with stakeholders at the highest levels within and external to HEA.



KEY RESPONSIBILITIES:

    Communications:
    • In liaison with Partnership Communications, develop a strategic internal communications plan that is in alignment with wider Partnership communications, as well as effectively communicating WVI'S overall 'integrated story' to include HEA's contribution to the well-being of children, especially in contexts of humanitarian disasters.
    • Support the efforts of various parts of the HEA community (RHEADs, functions, technical sectors and leadership) in their contribution to the execution of the communications plan. While the Manager is responsible for development of the communications plan, there will also be responsibilities at a tactical level for the execution of the plan.
    • Maintain collegial working relationships with the WVI Communications team, as well as communications departments of other WV offices.
    • Ensure that all communications emanating from HEA are consistent with the World Vision brand and other WV guidelines and protocols.

    Next Generation Disaster Response & HEA 2020:
    • Assist HEA leadership to message aspects of the Next Generation (NG) initiative.
    • Articulate and communicate the orchestration role of HEA in the NG disaster response model.
    • Maintain regular networking relationships with key Partnership Leaders, and create understanding and ownership of elements of the NG initiative for which these Partnership Leaders are accountable.

    Information Management:
    • The Manager will take the strategic lead on HEA's engagement with key stakeholders (Global ICT and Knowledge Management) in relation to information sharing/data management applications i.e. wvcentral, Horizon, etc.
    • This role will work with key internal stakeholders in HEA (Q&S, HOST, MT) to determine information/data management needs and work with HEA and Partnership entities at the strategic level to address gaps and solutions required to efficiently and effectively manage HEA's information/communications needs.


KNOWLEDGE, SKILLS & ABILITIES:
    Required:
    • Undergraduate degree in journalism, communications, or equivalent field. Post graduate qualifications strongly preferred.
    • Requires excellent written and verbal communications skills to deal with the highest level of organisation / business representatives (CEO's).
    • Must be fully fluent in English. Preferably another language such as Spanish or French.
    • Understanding of communications theory and application to facilitate organisational change, with a strong emphasis on application leading to practical solutions.
    • Experience in strategic planning in line with organisational objectives.
    • Experience in advising senior management on communications and marketing–related issues.
    • Strong leadership skills
    • Understanding organisational business needs and ability to deliver value-added solutions.
    • A minimum of 3 - 5 years operational humanitarian experience, with understanding of the communications and marketing / resource needs of a humanitarian agency and its activities.
    • Field based relief programming experience preferred with the ability to market projects and programmes to accountable and reputable donors.
    • Strong networking skills with the ability to conceptualise and transfer these concepts to others in understood terms.
    • Must be resilient and able to persevere in the face of disappointment, and be able to function effectively in contexts of ambiguity.
    • Able to travel between 30% to 40% of year
    • Able to deploy to field in disaster response operations

    Preferred:
    • A strategic approach to communications planningknowledge of audience assessment strategy development and implementation planning execution and measurement of communication programmes.
    • Outstanding verbal and written communications skills demonstrated success in understanding audience needs and tailoring communications to those needs especially across diverse cultures.
    • Excellent interpersonal skills able to effectively communicate with all levels in the organisation and gain buy-in at all levels.
    • Understanding of the particular dynamics of internal and change - related communications.
    • Knowledge of all forms of communications media including new technologies and their application for internal communications.
    • Ability to work effectively in a complex global organisation.
    • Ability to manage multiple projects effectively under tight deadlines.
    • Excellent interpersonal skills and proven ability to function effectively cross culturally.
