Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Operations Manager and in close coordination with Shelter Settlement Officer/Cluster Coordinator, the successful candidate will be working to develop the effective provision of information management systems and data across a range of IOM projects to enable IOM to respond better to the affected population.

Core Functions/ Responsibilities: Information Management and Mapping

Identify and support the Information Management requirements of all programmes within IOM Pakistan mission.
Provide simple, user-friendly emergency/early recovery assistance reports in
consultation with the local authorities, other providers of humanitarian assistance and
other key stakeholders.
Ensure adequate training on the use of reporting tools among humanitarian assistance
partners and other stakeholders.
Gather and collate data on emergency/recovery shelter needs and assistance being
provided in a timely and efficient manner, including feedback and/or issues raised by the
affected population.
Coordinate with other sectoral working group information managers to ensure
complementarity and cross-sectoral analysis of information on the relief/recovery
response. Develop and implement information sharing methods, with all concerned
stakeholders and the affected population.
Ensure needs assessment and analysis involves all relevant partners. Identify gaps -
assess, verify, and map emerging needs and protection concerns; conduct regular 'gap
analyses' based on verified needs. Identify and report any gaps in emergency/recovery
shelter assistance to the Shelter Cluster.
Provide maps and matrices on distribution densities and coverage by item, member and
geographic area.
Ensure IDP Profiling/registration is carried out which profiles the demographic data
of the camp population in support of the National/Local Authorities and in coordination
with other humanitarian actors.
Manage the information management and Monitoring and Evaluation team, and attend
meetings relating to a broad range of topics, including programme implementation and
developing appropriate implementation strategies, and ensure adequate reporting and
information sharing.

Monitoring and Evaluation
Recommend and assist as required in improving the efficiency of monitoring systems.
Design, test and implement tools for data collection and data entry. Implement quality
control mechanisms on the information collection.
 Design SMART indicators for cluster initiatives and programmes in coordination with
the Project Development team as required.
Produce analysis and identify methods to improve project planning and
implementation. Produce analytical reports as required.
Provide adequate hand-over, including the provision of brief guidance notes
and counter-parting where necessary.
Prepare short summary report at the conclusion of the assignment on lessons learned.

Training and Capacity Building
Promote and ensure the delivery of Training of the Information Management Team and partners on best practices, emerging technologies.
Promote and support capacity building of humanitarian personnel and partners.
Support efforts to strengthen the capacity of the national authorities and civil society.

Desirable Qualifications and Experience
a) completed advanced University degree from an accredited academic institution, preferably in GIS, Computer or Social Science or any related discipline; b) two years of (or four years for candidates holding a first level university degree) professional experience in information gathering and collection processes, data entry monitoring, analysis and data publication /visualization / report writing; c) working knowledge of GIS systems such as ESRI Arc GIS or Map Info; d) expert with Microsoft Office; e) experience in an international or governmental programme in a challenging environment (more than two years) preferred; f) proficiency with Web development, ASP.Net, Database Development, MySQL or Oracle (more than seven years preferred); g) experience working in the region an advantage.

Languages
Thorough knowledge of English. Working knowledge of Urdu or any local language an advantage.
