Context:


Under the supervision of the Chief of Mission (COM), and in close coordination with the
Regional Offices (RO) for Asia and the Pacific in Bangkok and European Economic Area in
Brussels, and the relevant IOM missions included in this programme (Philippines,
Indonesia, Nepal), the successful candidate will be responsible for the overall implementation, coordination and management of a European Commission (EC)-funded
IOM Programme "Strengthening labour migration management capacities in Bangladesh,
Indonesia, Nepal and the Philippines for replication in other Colombo Process Member
States.”
 

Core Functions / Responsibilities:

1. Plan, implement, monitor and evaluate the administrative and operational activities of
the Programme in close coordination with the Resource Management Officer (RMO)
and participating IOM missions.
2. Lead in mobilizing co-funding for the Programme under the guidance of the Chief of
Mission in Dhaka.
3. Ensure timely and effective implementation of the Programme activities with
respective implementing missions, in accordance with the project proposal and other
relevant project documents.
4. Prepare periodic reports for the donor on Programme delivery, including interim and
final reports to donors on budgetary expenditure and results, in coordination with RO
Bangkok and RO Brussels.
5. Maintain cooperation and dialogue with other IOM missions to facilitate a coordinated
approach to Programme implementation.
6. Provide direct technical supervision of the National programme officers assigned to
the project by each participating Mission under the Programme in IOM Dhaka.
7. Provide programmatic supervision and guidance to programme and administrative
personnel employed under this Programme in close cooperation with the involved IOM
missions.
8. Identify new programme/project possibilities consistent with expressed Government needs,
IOM’s mandate and strategy in Bangladesh; on this basis, support in the development of
proposals and follow up on submission to donors.
9. Represent IOM at meetings organized in the framework of the programme, or as part
of an IOM representation at such meetings, including in donor briefings, visits to
project sites and media presentations.
10. Undertake duty travel relating to programme activities, as required.
11. Perform such other duties as may be assigned.

Technical
a) effectively interfaces with government officials of appropriate level on matters related to
substantive migration issues and the work of IOM; b) effectively applies knowledge of
migration issues within organizational context; c) correctly frames migration issues within
their regional, global, and political context.
 
Desirable Qualifications and Experience
a) completed Master’s degree from an accredited academic institution, preferably in
Economics, Law, Political/Social Sciences, Management or an equivalent combination of
training and experience; b) five years of professional international experience (or seven
years for candidates holding a first level university degree) in managing, developing and
implementing programmes related to labour migration, employment, social development or
related fields; c) experience in liaising with governmental and diplomatic authorities, as
well as with international institutions; d) previous experience of working in Asia or Europe
and; e) familiarity with European Union (EU) donor procedures a definite advantage.
 
Languages
Thorough knowledge of English. Knowledge of local language of any of the participating
country (Bahasa Indonesia, Filipino, Nepali or Nepalese) would be an added advantage.
