This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
Timor-Leste private sector challenges. The Timorese Government attaches great importance to developing a vibrant private sector. In particular, the Secretariat of State for the Promotion and Support of the Private Sector (SEAPRI) acknowledges that Micro and Small Enterprises (MSEs) as the engine for growth and poverty reduction, and is committed to tackle the constraints and the challenges hampering their consolidation and growth. During the four years of implementation, the BOSS project will support the Institute for Business Support (IADE) of SEAPRI in boosting local economic development, enhancing Government service delivery and creating quality employment in rural areas by expanding market access for MSEs, strengthening local contractors and improving the provision of business development services.

BOSS Project: Developing the rural economy. The Business Opportunities and Support Services (BOSS) Project will support IADE in carrying out activities towards tree specific objectives:
1. Expanded markets for MSEs through Local Economic Development (LED) and Value Chain Development.. With the intention to ensure better market access for local products and services the BOSS Project will carry out Value Chain Research in three economic sectors: Horticulture, Beef Cattle and Tourism. The Project will then support the implementation of selected Value Chain Development initiatives to unlock potential business opportunities in the above-mentioned sectors.
2. Nation-wide access to enhanced and innovative market / need oriented business development services. IADE and its expanded network of Business Development Centres (BDCs) will be assisted to develop as well as deliver quality business management training and high-end business counselling. Given the BOSS Project particular focus on improving the capacity of local civil works contractors to effectively respond to Government tenders, IADE will also be enabled to offer specific training packages tailored to their unique needs.
3. Gender Equality is mainstreamed and promoted into all policies, programmes and activities of the IADE at national and at district levels. The Project will support the IADE Department of Planning and Gender Equality in carrying out analysis, planning, and monitoring of integrated gender equality initiatives implemented by IADE. At the same time, the project will also assist IADE to support low income women and men entrepreneurs to improve their knowledge and skills and expand their business. The Project will also introduce training materials on enterprise development and gender equality to interested partners organizations and local micro credit institutions in order to build entrepreneurial skills of their target groups and to enhance micro-enterprises.

The main responsibility of the Monitoring and Communications (M&C) Expert will be for the management and implementation of the BOSS project M&E Framework and Communication strategy. In particular, he/she will be responsible to monitor and assess the progress and performance - against agreed indicators and/or work plans - related to the Project's immediate objectives, scheduled inputs, planned activities, targeted outputs and established procedures, processes and standards (including quality standards). Furthermore he/she will ensure that the knowledge produced by the BOSS project will be managed and shared in an efficient way.

Reporting lines:
The M&C Expert will report directly to the Chief Technical Advisor of the BOSS Project and will work in close collaboration with the Institute for Business Support (IADE) of the State Secretariat for the Private Sector Promotion and Support (SEAPRI).
Description of Duties
Regularly update the BOSS Project's Performance Plan and M&E Plan reflecting the changes in the Project's value chain development work;
Analyse performance data and prepare key reports;
Develop and refine M&E tools, mainstreaming gender and environmental concerns in all M&E protocols;
Develop monitoring system according to the DCED standards particularly for the value chain component of the project and ensure that the system is operationalised and being applied;
Train relevant IADE staff in the use of the monitoring system;
Provide technical oversight of key M&E processes, including the development and refinement of tools/approaches to monitor effects/impacts of the BOSS Project on the performance of IADE and overall development goal, to monitor identified risks;
Ensure that monitoring and evaluation results are taken into account for the continued implementation of the BOSS Project;
Provide inputs to internal and external M&E missions/consultancies, as and when required;
Plan, write, prepare and/or review press releases and articles to be used in the BOSS Project publications, giving particular emphasis to specific interventions promoting green businesses and women-headed enterprises;
Research, interview, write, edit, proofread and distribute content for electronic and print communication;
Produce regular 'stories of change' reflecting the impact of the BOSS Project on its direct and indirect beneficiaries;
Develop and implement a Project's communication and knowledge management strategy;
Liaise with key personnel within IADE, local stakeholders and partner agencies to ensure that the objectives and outcomes of the BOSS Project are effectively communicated and shared amongst key stakeholders and that they interface effectively within the GoTL context in order to increase resource allocations to the economic sectors supported by the project;
Undertake any other tasks as assigned by the BOSS CTA that are within his/her area of expertise and that are relevant to the assignment.
Required Qualifications
Education
Advanced university degree with demonstrated expertise in development studies, business management, international development, social science or a related discipline.
Experience
Five years' experience of which three years at international level, working in sector level performance management, preferably in enterprise development and/or value chain development-related international development programs, and experience and understanding of monitoring and evaluation and communications in a development context. Working experience in Timor-Leste is considered an asset.
Languages
Excellent command of English. The ability to speak one of the local languages (Tetun, Portugese and/or Bahasa Indonesia) is considered an asset for positions in Timor-Leste. Incumbents for international positions have to be willing to learn one of the local languages.
Competencies
Ability to develop and implement monitoring system according to the DCED standards is considered an advantage;
Knowledge of methods for the monitoring and evaluation of technical and socio-economic aspects of development programmes and projects with specialization in the application of qualitative and quantitative methods;
Knowledge of processes and tools for design, monitoring and evaluation based on the Logical Framework Approach;
Knowledge of participatory methods of monitoring and evaluation and professional experience with organizations in these areas;
Appreciation of organizational change processes in complex and low capacity environments;
Knowledge of gender equality mainstreaming concepts and strategies and a demonstrated commitment to gender equality;
Professional and personal endurance and commitment to complete complex assignments efficiently and effectively in a high demanding working environment;
Proven ability work as a team player in large and diverse teams and to maintain a good balance between initiating activities and consulting, coordinating and liaising with stakeholders and other concerned parties;
Demonstrated ability to train, coach and mentor counterpart staff - within an individual, team and organisational context;
Demonstrated strong analytical and conceptual skills and the ability to prioritize assignments;
Ability to interact and influence management decisions at various levels
Good computing skills, at least in MS Word, MS Excel and MS PowerPoint;
Experience in the use of Management Information Systems (MIS) is an advantage
Familiarity with the ILO and its work with tri-partite partners will be an advantage.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Dili, he/she may be assigned to any duty station designated by the Director-General of the ILO.
