OBJECTIVES OF THE PROGRAMME :
The External Relations and Communications Unit (ERC) is to (a) Assist in the coordination donor relation services, through supporting Regional Office and Country Offices in their voluntary contribution proposal development and clearance of the proposals; (b) Actively reaching out to donors and partners to strengthen relationships between organizations; (c) Assist in awards management services; and (d) Provision of guidance to Regional and Country Office staff on Awards management processes and tools and supporting Award Oversight Group (AOG) activities.

Expected specific outputs/outcomes and duties:
REGIONAL WORK PLANS
Consolidates the Regional work plans of action for Regional Reform and flexible funding from Partners, through systematic coordination of activities on technical work and reform work with divisions and units of the Region, Country offices. Prioritization of activities according to Western Pacific Regional Office (WPRO) priorities with establishment of task force. Distribution of funds and monitors the implementation of work plans and the allocation of resources for funding gaps.
TECHNICAL EXPERTISE
Offers technical input and professional advice in negotiating with partners on voluntary contribution agreements at the Regional Office divisions and country offices. Work with different parties to improve the quality of voluntary agreements (including the inputs from the Cabinet), cross programme approach and according to funding priorities of the organization.
PROJECT / PROGRAMME MANAGEMENT
Collaborates with internal and external stakeholders in the execution of programme activities under Regional Reform programme and Flexible funding received by WHO (notably AusAID). Incumbent also coordinates the implementation of projects and initiatives across the various WHO programmes at Regional and country level, and supports the integration of these efforts to work towards a comprehensive approach to health interventions. Further he/she monitors the progress of Voluntary Contribution (VC) agreements of Regional Office and Country offices and support clearance of the agreements and handles problematic issues arising during the clearance process with Budget and Finance Office (BFO) and Technical units and country staff.
PARTNERSHIPS, NETWORKING and FUNDING
Support the smooth running of meetings organized by Regional Director's Office (RDO) for Higher Management and Middle Management (Cabinet meetings with Directors, Technical Team Leaders' meetings) and other high level meetings as needed. Organizes events such as Retreats, and handles logistics and on-the-ground requirements. Coordinates and provides support to team efforts in mobilizing resources and sourcing funding for funding gaps of country offices, development of project interim and end of reports (notably AusAID) and other materials.
CAPACITY BUILDING
Communicates with and keeps up-to-date the network of consultants and outside experts. Provides day-to-day assistance, such as organizing activities and conducting training for Member States. Takes responsibility for professional development so as to maintain and elevate standards of competence and credibility.
ADVOCACY, COMMUNICATIONS, and SOCIAL MOBILIZATION
Administers support for advocacy material development and for communication activities, and efficiently delivers the organizational and logistical requisites for these, such as coordinating with stakeholders and organizing events. Perform any other relevant duties to support the work of RDO as requested by Executive Officer.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine, public administration or other relevant social sciences, or equivalent professional training/self study is essential. Post graduate qualification in Public Health is desirable.
Skills:
Knowledge of the specific or technical area of public health;
Ability to develop plans and proposals;
Proficient in standard MS Office software applications (with high proficiency in MS Excel in particular) and other computer applications.
Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.

Experience:
Five years relevant work experience including at least three years in an international organization is essential. Working experience in the Western Pacific region and in a similar role within a UN organization is desirable.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD56 091 at single rate
USD60 091 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
