OBJECTIVES OF THE PROGRAMME :
Within the World Health Organization's (WHO) General Management Cluster (GMG), the ITT department provides high quality and cost effective Information and Communications Technology (ICT) services which assist WHO in achieving its mission of health for all.

The objective of the Business Solution Services (BSS) unit is to provide a highly customer-focused,
cost-effective partnership with its end users in order to better assist in the management of WHO's application and data needs (present and future).
Description of duties:
Reporting to the BSS Delivery Manager, and as a member of the BSS team, the incumbent is a software engineer who works individually or within a team, developing, supporting and maintaining business applications. He/she contributes to the software development projects by providing technical expertise and develops application architectures and enforces development frameworks. The incumbent will be required to work with other IT professionals, in particular with Client Services Leads and Specialists within the BSS team.

The incumbent:
-Participates in the system analysis and design phases of software development projects;
-Provides engineering estimates;
-Develops and maintains software components, including reports supporting business functions as required;
-Assures the quality of developed components and adherence to common standards and framework;
-Creates test plans and perform testing on developed applications;
-Provides and maintains technical documentation for developed applications;
-Provides on-going user support, troubleshoots / identifies cause of problems in the deployed applications / environments;
-Provide technical consultation as required;
-Performs other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in computer science, engineering, information management, or related discipline.

Desirable:
- A Microsoft certification of MCP or MCTS
- ITIL certification
- PRINCE2 or another Project Management certification

Essential:
-Solid knowledge of software and user support, as well as Web application support;
-Excellent knowledge of client/server and web development tools, in particular: .NET framework, Visual Studio, ASP.NET;
-Solid knowledge in using World Wide Web related tools, e.g.browsers, publishing tools, IIS, etc.;
-Solid knowledge of database management systems, database programming tools (such as SQL PL/SQL, MS Access), and data integration tools (such as MS DTS, SSIS);
-Solid Knowledge of OAD concepts and software engineering best practices;
-Committed to quality and good customer orientation, good interpersonal skills, a willingness to help others;
-Excellent communication skills in a Customer Service Environment.
Experience:
Essential:
At least 2 years of position-relevant experience in software engineering and application management function over a diverse set of platforms including:
-MS SQL Server and ASP.NET using C# or VB.NET;
-some experience on VBScript, JavaScript or Ajax.

Desirable:
-Practical experience in Classic ASP;
-Practical experience in reporting development using MS Reporting Services;
-Practical experience in SharePoint platform development;
-Experience in end-user support and customer-relationship management;
-Practical experience in IT service delivery and IT service-level management;
- Practical experience in system analysis and design, user requirements, application development lifecycle.
Languages:
Essential:
Expert knowledge in English both written and spoken.

Desirable:
Knowledge of French would be an asset.
