OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global administrative platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.

The objective of the Global Procurement and Logistics unit is to develop global policies and procedures on contracting and procurement; to set standards for the goods and services contracted or procured as well as control and oversight of the adherence to applicable rules, procedures and standards associated with such procurement. GPL is also responsible for market research, purchasing of and evaluating suppliers for a vast range of commodities and services for WHO's technical programmes and projects. Finally GPL provides administrative services to all staff and all WHO Offices worldwide in respect of purchasing and shipping of both goods and services.
Description of duties:
The incumbent will perform his/her functions in one of the following teams in GPL, Global Goods Processing, or Global Services Processing.
The incumbent will manage and coordinate the activities of the Goods or Services processing team and report to the supervisor (procurement officer).

His/her duties include the following:
1. Managing a team of staff by planning, coordinating and overseeing the execution of service provision covering the transactional aspects of procurement and logistics management. Regularly reviewing procedures and performance statistics of the team and the individual staff within it, with an aim to continuously providing a high level of services to clients. Analysing and reporting on all aspects of relevant performance information.
2. Being responsible for the performance evaluation of staff within the team and for completion of the yearly electronic performance appraisal (PMDS).
3. Optimizing staff performance through motivation, work load management, work flow improvement and the creation of a professional transaction processing environment in order to provide service-oriented, responsive and reliable delivery of services.
4. Preparing strategic and operation proposals to maintain and improve the efficiency, effectiveness and economic level of services provided by the team.
5. Ensuring the staff within the team receive the required relevant training to complete their functions. Informing the personnel of the team of any standards, best practices or guidelines they should apply in carrying out their functions and ensure that the staff are up-to-date on the latest versions of the same.
6. Facilitating the implementation of the Policy changes and participating in the analysis and implementation of supporting tools.
7. Establishing and maintaining good relations with suppliers, shipping brokers or agents, as well as with staff in Regional Offices and HQ. The incumbent will liaise and collaborate continuously with the procurement specialist in Headquarters and counterparts in Regional Offices, as needed.
8. Other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: First university degree in public administration or business administration, or related field, or equivalent professional training or self-study/work experience.
Skills:
Proven skills in project planning. Demonstrated ability to act independently and exercise sound judgment. Ability to work closely in harmony with colleagues and staff at all levels. Ability to work as a leader as well as member of a team. Ability to work under pressure. Excellent knowledge of procurement processes.
Good knowledge of standard office software. Knowledge of Oracle ERP an asset.

Experience:
Essential:
At least 2 years of experience in procurement operations within a company or Organization.
At least 2 years of experience in supervisory and/or project leading role.

Desirable:
Advanced knowledge and experience using Oracle or a similar ERP system. Previous experience in procurement or logistics areas in WHO or UN agency would be an asset.
Languages:
Very good knowledge of English, written and spoken. Knowledge of another WHO Official Language is an added advantage.

Annual salary: (Net of tax)
MYR100,600. - exempt of income tax at single rate
