OBJECTIVES OF THE PROGRAMME :
To enhance the capacity of member states to use relevant data and evidence in health sector management processes and decision making, through the development and application of health management and biomedical information systems and technology, strengthening national health research systems, and proper use Information Communication Technologies.
Description of duties:
1. Provide technical support and guidance to the Ministry of Health to develop coherent national framework for the overall management of reliable health information and strengthen national capacities for implementation of national health information policy and strategic plan, and the use of health information for decision-making;
2. Aid with coordinating and managing endorsed actions taken by country Health Information Systems (HIS) Steering Committee and Task Force for assessment, strategic planning, costing, resource mobilisation and implementation of action plans to address priorities and gaps for the policy, governance, human capital, design, development, operations and sustainability of HIS activities;
3. Identify and promote best practices and innovative technologies for HIS; harmonize data elements and indicators; enable interoperability across systems;
4. Build capacity of staff in the HIS Unit of the Ministry of Health in the region and country-led processes in HIS through training; and mentor staff in HIS planning, implementation, and management processes and data quality, collection, compilation, verification, analysis and use.

Expected specific outputs/outcomes:
o Build/strengthen the capacity of countries in the Pacific with regards to improved HIS, information management and sharing, the application of appropriate health information technology, and quality civil registration and vital statistics.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in public health, health information management or related fields is essential. Sound knowledge in aspects of Health Information Systems is required.
Skills:
Knowledge of the specific or technical area of public health;
Ability to contribute to the development of norms and standards, as well as training materials;
Capacity to plan and conduct operational activities with political and technical elements;
Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to member States.

Other Skills: Proficient in standard MS Office software applications. Presentation skills.

Experience:
At least seven years experience in managing health information and/or global health initiative programmes, including experience at international level is essential. Familiarity with database application and experience working in developing countries and with international partners and agencies would be an advantage.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD67 483 at single rate
USD72 467 with primary dependants
Post Adjustment: 41 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
