Senior Public Management Specialist (ICT and e-Governance) - Asian Development Bank - Manila, Phili

Job Purpose:

Provide technical advice and operational support for ADB-wide implementation, coordination and monitoring of ADB’s Information and Communications Technology (ICT) strategy and introduction of new innovative ICT and e-government development policy and operational practices for ADB assistance. Work with regional departments to develop new business opportunities for modernizing government services in DMCs through e-government policy frameworks, infrastructure, applications, and capacity development. Lead efforts to strengthen knowledge management to support ICT and e-government across ADB operations. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

a. Policy and Planning

- Track global and regional developments relevant for ADB’s ICT and e-governance operations.
- Review the efficiency and effectiveness of ADB’s ICT and e-governance interventions and support the development and updating of policies, strategies, guidelines, and reporting systems.
- Introduce innovative approaches for increasing relevance, effectiveness, efficiency and sustainability of ICT and e-governance operations.
b. Operational Support

- Provide policy advice and operational support to country and project teams for strengthening ADB’s ICT and e-governance operations, including participation in project processing missions.
- Provide advisory services to operations to develop new business lines in ICT and e-government, in public sector management functions and sector operations.
- Assist ADB’s regional departments (RDs) in developing investment programs/projects that use ICT – covering governance, education, health, infrastructure, and other sectors and thematic areas.
- Support operations funded by the Republic of Korea’s e-Asia and Knowledge Partnership Fund (the Fund) and assist ADB’s RDs in accessing the Fund in their country operations and regional cooperation programs.
- Process and implement regional technical assistance projects (RETAs) in ICT and e-governance.
c. Knowledge Sharing

- Develop and implement innovative communication approaches to increase the visibility of ADB’s ICT and e-governance operations.
- Engage in outreach activities in developing, establishing and implementing partnership arrangements with development partners involved in ICT and e-governance for development and innovation.
- Develop ICT and e-governance knowledge products to (i) support ADB operations; (ii) enhance ADB operations; and (iii) create new business lines.
- Support senior management and represent ADB at external knowledge sharing and development partner coordination events on ICT and e-governance.
- Establish web-based knowledge sharing platforms for dissemination of information and knowledge on ICT and e-governance operations.
- Develop and conduct learning and capacity development programs for ADB staff and DMCs on ICT and e-government for improving government effectiveness in DMCs.
- Actively participate in the ICT and e-governance working group under the governance and public management community of practice.
d. Staff Supervision

- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

Master’s degree, or equivalent, in Computer/Electrical Engineering, Computer Science, or Information Technology or related fields. University degree in Computer/Electrical Engineering, Computer Science, or Information Technology or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 10 years of relevant professional work experience in ICT and e-government.
- Demonstrated analytic, strategic, and innovation expertise and experience in ICT and bridging the digital divide.
- Demonstrated knowledge of the role of ICT innovation in enhancing development effectiveness for poverty reduction, human development, and good governance at the regional, national, and local level.
- Relevant international experience working in several countries, including in the Asia and Pacific region.
- Strong interpersonal skills.
- Strong conceptual and analytical skills.
- Excellent oral and written communication skills in English.
- International experience working in several countries.
