Senior Project Officer - Asian Development Bank - Kyrgyzstan

Job Purpose:

To provide technical and operational support and input in processing and implementation of water supply and sanitation sector and energy sector projects, including undertaking sector reviews, preparing sector studies/assessments, and engaging in sector dialogue with the government and development partners in the Kyrgyz Republic.

Expected Outcomes

Project & TA preparation and Appraisal
- Engages in sector dialogue with senior government officials and key stakeholders of the energy sector entities, including from the private sector, concerning packaging and sequencing of sector reforms, addressing operational and financial inefficiencies in the energy supply chain and discussing financing/tariff related issues.

Project & TA Administration
- Supports the processing, implementation and administration of loans, technical assistance (TA) projects, and assists in portfolio management, sector work/activities, with focus on energy sector and sub-sectors of power, gas, mining, hydropower projects, alternate fuels and renewable technologies.
- Provides team leadership (where assigned as lead) by facilitating work planning, delivery and reviews with the team.
- Monitors portfolio progress and prepares project performance reports
- Prepares and updated annual forecasts of contract awards and disbursements, identifies factors responsible for shortfalls and expediting achievement of target levels where possible
- Identifies and analyzes issues related to project implementation and address them through interaction with executing agency, contractors, consultants, and project beneficiaries; prepares measures to address the project administration issues.
- Prepares internal procurement papers, review of procurement documents including draft technical designs and cost estimates, and papers for extension of loan closing dates, reallocation of loan proceeds changes in scope and implementation arrangements, and other project administration tasks.
- Assist in the preparation of Project Completion Reports and TA completion Reports as assigned.
- Supports or participates in Country Programming and Review Missions to monitor performance of energy sector projects, including preparation of the related pre- and post-mission documentation. Facilitates timely processing and approval of assistance pipeline (Loans, TAs and grants)
- Maintains effective liaison and working relationship with sector team of the Central and West Asia Department (CWRD), Government agencies, development partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loans and TAs in energy sector.
Sector Work
- Assists in conducting research, updating information on water supply and sanitation and energy, analyzing financial, institutional or economic uses, and preparing reports on the subjects.
- Assists in the preparation of sector assessments within the context of development aid effectiveness and national sector strategy to be utilized for programming purposes.
- Maintains up-to-date knowledge base of Government investment plans, organizational structure and policies relevant to water supply and sanitation and energy sectors
- Acts as the focal point for water supply and sanitation and energy and maintains close coordination with the relevant Government and HQ staff.
- Liaises with federal and provincial governments and ADB Headquarters to facilitate invitation and participation of government officials to ADB training and conferences in Kyrgyz Republic and abroad.
Other Operational Support
- Organizes, contributes, supports, and participates in meetings, conferences, seminars, and workshops, related to energy and infrastructure sectors.
- Organizes and conducts training workshops for EAs in areas relating to procurement and project administration/management.
- Produces reports, as required, on the tasks undertaken in relation to the above.
- Performs other duties that may be assigned as reflected in the incumbent’s workplan.

Educational Requirements:

Bachelor's degree in Engineering, preferably with Master's Degree or equivalent

Relevant Experience And Other Requirements:

Work Experience

At least 8 years work experience in related areas and at least 4 years of supervisory experience
Technical Knowledge
- Demonstrated ability to network, and prepare concise briefs.
- Sound knowledge of government institutions, administrative systems and procedures in the water supply and sanitation and energy sectors, especially in the latest reform efforts.

- Effective report writing and communication skills in English
- Proficiency in word processing, spread sheet analysis and information technology
- Proficiency in local language
