Job Purpose:

Oversee the development, dissemination, and ADB-wide use of managing for development results (MfDR) tools and guidelines to strengthen results orientation of ADB operations at country, sector, and project levels. Oversee the implementation of MfDR learning and development program for ADB staff. Undertake initiatives to promote mainstreaming of MfDR at the corporate level, including the use of ADB’s results framework and the development effectiveness review (DEfR) process. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

Expected Outcomes

a. Managing for Development Results
- Provide substantive support for the preparation of Country Partnership Strategy (CPS), country portfolio review (CPRs) and completion reports for results-based country programs, advice on results frameworks (country, sector and project), and guidance on relevant performance indicators.
- Oversee and provide substantive contribution to the development of MfDR tools and good practices.
b. Project Management
- Manage the implementation and continuous improvement of ADB's learning and development program for MfDR targeted at different audiences within ADB.
c. Knowledge Sharing
- Compile good practices and lessons available within ADB, DMCs, and other development partners on the use of MfDR tools to strengthen results-based management of country programs. Disseminate good practices and lessons through seminars, workshops, training, and information programs.
d. External Relations
- Liaise and consult with other multilateral and bilateral development partners, DMC governments, and civil society in relation to MfDR.
e. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Supervise the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

- Master's Degree or equivalent, in Economics, Management, Business Administration, or related fields; or University degree in Economics, Management, Business Administration, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 12 years of combined professional experience in development financing, policy analysis, strategic management, and results-based management.
- Excellent oral and written communication skills in English
- International experience working in several countries
