Transport Specialist - Asian Development Bank - Manila, Philippines

Job Purpose:

Identify, develop, implement, and administer loan and technical assistance (TA) projects, and non-lending products and services (NLPS) to contribute to ADB’s goal of reducing poverty and promoting sustainable economic growth. Contribute to the development of transport sector policies and operations in developing member countries (DMCs) and evaluate project impacts and outcome. Ensure consistency with broad policies and objectives, working directly with clients, and with supervision from senior staff for critical tasks.

Expected Outcomes

a. Strategy and Planning
- Provide information and analyses towards the development of strategies for the transport sector in DMCs in consultation with relevant government agencies and development partners.
- Participate in ADB’s subregional activities regarding transport network development, establishment of road funding arrangements, traffic safety improvement, and cross-border agreement.
b. Project Management
- Manage loan and TA projects in the transport sector.
- Identify opportunities for ADB assistance projects in the transport sector in DMCs.
- Integrate ADBs policies and guidelines in the design and implementation of transport sector projects.
- Provide advice to executing agencies on project design and preparation, procurement, transport sector engineering, social and environmental safeguards, performance monitoring, and portfolio management.
c. Policy and Project Evaluation
- Undertake analysis of the transport sector and policies with a view of ensuring comparability to best practices and responsiveness to development needs of DMCs.
- Evaluate economic and financial viability of projects as well as draw lessons for future projects.
- Monitor social and environmental impacts of projects to ensure compliance with ADB’s safeguard policy.
d. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences on the transport sector and other activities for advocacy, dissemination and knowledge building.
e. Staff Supervision
- Provide leadership and support to reporting staff
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
- Ensure the ongoing learning and development of reporting staff

Educational Requirements:

Master’s Degree, or equivalent degree, in transport or civil engineering. University Degree in transport or civil engineering, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s Degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in transport sector
- Sufficient experience participating in large-scale transport infrastructure projects such as construction of expressways and urban railways
- Excellent oral and written communication skills in English
- International experience working in developing countries or similar experience

  • Supervisor: Director, Transport and Communications Division (SETC) on substantive technical, policy-related and operational aspects, and the Country Director, Viet Nam Resident Mission (VRM) for day-to-day administrative matters.
