Job Purpose:

Support formulation of policy, strategies and programs to accelerate private sector development and public-private partnerships (PPP) in South Asia and its integration in the operations of South Asia Department (SARD). Contribute to the identification, design, processing and implementation of policies, strategies and programs to accelerate PPPs and transaction advisory business. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Business Development and Client Management
- Assist in the identification and development of new PPP transaction advisory (TAB) opportunities.
- Assess TAB prospects and clients, design, structure and place PPP transactions supported by public sector technical assistance (TA) projects, loan, grants and guarantee operations.
- Contribute in the identification, design, processing and implementation of policies, strategies and programs to accelerate PPPs.
- Support research, monitoring of investment climate developments and the engagement of governments and other stakeholders in policy dialogues on reform to enhance the private sector participation (PSP) incentive framework, and identify PPP constraints.
- Contribute to the preparation and negotiation of client proposals and oversee internal approval processes.
- Build and maintain strong relationships with prospects, clients and government officials to develop and execute advisory mandates.
b. Transaction Execution
- Design terms of reference (TORs) for specialized consultant support to PPP TAB project teams, and in the selection and management of individual consultants.
- Participate in the structuring of alternative solutions for government prospects and clients, which sustainably balance the needs of commercial investors and operators with the government client’s public policy objectives.
- Support the development of financial models in support of PPP project structuring.
- Provide advice and support in drafting project documents such as PPP strategic options reports, information memoranda and pre-qualification terms of reference, etc.
- Manage the drafting and negotiation of contractual and bidding documents such as concession agreements, shareholder agreements, etc.
- Recommend the design and marketing of PPP transactions to potential investors.
- Manage the execution of competitive, transparent tender processes, and the resultant finalization of contractual agreements between investors and client governments.
c. Strategies, Planning and Policies
- Participate in the formulation of strategies and operational programs to promote PPPs in coordination with SARD's sector divisions, and in consultation with relevant government agencies.
- Contribute to the formulation of the Country Partnership Strategy (CPS) and Country Operations Business Plan (COBP) on areas relating to the financial sector.
- Participate in policy dialogue with Governments, development partners, private sector, and other stakeholders on meeting challenges to enhanced PPP.
d. Program/Project design, processing and administration
- Support the design, processing of loans, grants, guarantees and TAs to improve the investment climate and facilitate mobilization of PSP in the region.
- Liaise and coordinate with development partners and private sector on loans, grants, guarantees and TA projects involving cofinancing.
- Provide leadership in the administration and supervision of financial sector-related loans and TAs.
- Give advice and guidance to executing agencies.
e. Program/Project monitoring
- Provide information and analyses in the preparation of program/project design and monitoring framework to develop results-based indicators to assess programs/projects effectiveness and draw lessons for future assistance.
f. Knowledge-sharing
- Participate in and contribute to internal and external training and conferences on financial sector development and other activities in this area for advocacy, dissemination and knowledge-building and sharing.
g. Staff supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure on-going learning and development of reporting staff.

Educational Requirements:

- Master's Degree or equivalent, in Economics, Business and/or related fields preferably with specialization in the financial sector. University degree in Economics, Business and/or related fields in the financial sector, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in PPPs, project finance or related areas, as well as in project administration
- Able to steer ideas and projects to improve linkages between PSP, Private Sector Development (PSD) and poverty reduction
- Excellent oral and written communication skills in English
- International experience working in development in several countries
