  PURPOSE OF POSITION:

The position reports directly to the MQM but will liaise with Asia Pacific Regional Health Advisor and has a dotted line reporting (on technical issues) to the Nutrition Centre of Expertise, Nutrition Technical Specialist, Capacity Building. The position provides both 1) strategic leadership to the country for improving quality of MNCH programs, (70-80% of time 2) providing strategic inputs into the country nutrition strategies and policies in particular as well as 3) provides support and capacity development of local MNCH Advisor counterpart. The long-term goal of the position is to improve women, child & other vulnerable groups’ nutritional status in WV areas of implementation.


KEY RESPONSIBILITIES:

    • To provide leadership on the development of effective Nutrition Programs in the country as the niche opportunity to impact on maternal and child health.
    • To lead the development and implementation of the Country Nutrition Strategy, and provide strategic input into MNCH-related policies and guidelines.
    • To develop and provide technical support to Country Program Office (CPO) technical staff, so that they in turn, can provide excellent leadership and management in their own projects.
    • To ensure standards of representation, design quality, implementation, grant management, monitoring, evaluation and reporting are such that becomes a partner of choice for Support Offices and Donor Agencies in the MNCH and Nutrition sector.
    • To facilitate the integration of proven effective nutrition interventions into projects and grants, in collaboration with MQ and the LEAP Department, in line with the Global 7-11 Rollout and prioritization of nutrition in health.
    • To provide technical support to the entire CPO in order to ensure the MNCH and Nutrition projects are producing quality designs and outputs, which have a significant impact on World Vision PNG’s target communities, and which reflect World Vision’s, Mission, Core Values and Strategic Plan.
    • To represent the country externally to local, regional and international bodies – (e.g. NGO’s, UN agencies, institutions) and to liaise with the PO (especially in the Health sector).
    • To contribute to global nutrition work, through contribution to the WVI Nutrition Centre of Expertise Terms of Reference, global nutrition technical network and other WVI entities, for effective integration and quality programming in nutrition.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Bachelor degree required (post-graduate qualification strongly preferred), in nutrition, public health, or other relevant field. Specific nutrition related qualifications/ coursework/field experience strongly preferred.
    • Strong inter-personal and leadership skills.
    • High analytical skills
    • Initiative talking, positive thinking, creative, innovative, influential leadership skills.
    • Strong planning & organizational skills, ability to prioritize multiple tasks and to work gracefully under pressure.
    • Demonstrated ability to work well with national staff and international staff, and a passion for capacity building. Previous experience in supervising staff required.
    • Excellent written and verbal communication skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
    • Demonstrated ability to live and thrive in a different country or cultural context.
    • Demonstrated track record in proposal development, funding acquisition and grant management for major donors.
    • Willingness to travel.
    • Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.
    • At least 4 to 5 years experience in rural community development, with a significant focus on maternal & child nutrition and health. At least 2 years experience in program / project management
    • Demonstrated management experience in the area of training and monitoring and evaluation at all levels.
    • Result-based management orientation.
    • Travelling to provinces about 60% of the time or more. Otherwise based in Madang or Port Moresby.
    • The role requires management and supervision of a team in 2-3 provinces presently and eventually all provinces. These staff are based both in the capital of each province and also at a district level.

      PREFERRED:
    • At least 4 to 5 years experience in rural community development with a significant focus on maternal & child nutrition and health.
    • At least 2 years experience in program / project management.
    • World Vision experience is an advantage.
