PURPOSE OF POSITION:

To provide overall strategic and operational leadership in efficient delivery of high quality services and responsive solutions regarding Financial management, Administration Services, Logistics, Supply Chain Management and Procurement, Transport and Fleet Management, IT and Security Services in order to achieve WV Bangladesh’s mission and goals.
To ensure that these services are delivered within partnership standards and procedures



KEY RESPONSIBILITIES:


      Establish the NO Corporate solution strategy within the framework of WV Bangladesh national strategy (10%)
    • 5 year corporate solution strategy that is aligned to overall WV Bangladesh & SAPO strategy;
    • Finance, Admin, Procurement, Security and IT department strategy is responsive to the needs of all stakeholders;
    • Strategy translated to department objectives and performance indicators;

      Strong leadership, management, commitment in each Department/ unit (20%)
    • Services and initiatives are coherent to WV’s values, vision and mission;
    • Coherent department/ unit annual work plan based on strategies;
    • Achieve cooperation and open communication between department/ units;
    • Integration and efficient management of operation and services in Finance, Administration, Supply Chain management& general
    • Procurement, IT and Corporate Security compliant to WV Bangladesh policies & procedures;
    • Appropriate overall security measures are ensured for personal safety and security of staff and resources according to the WVB Security Plan.

      Stewardship in managing WV Bangladesh resources (20%)
    • Limited risk audit rating;
    • WV Bangladesh Assets management compliant to FFM;
    • Timely submission of financial report; other reports etc.
    • Program Managers are kept accountable in project spending;
    • Effective and responsive financial systems;

      Increased capacity to deliver IT and administrative services including logistics, supply chain, procurement of supplies and office asset maintenance (10%)
    • Efficient and effective administrative systems compliant to WV partnership;
    • 100% connectivity of national and field offices;
    • IT software and systems within WV partnership standards;
    • Quality supplies and products for the best price that we can get;
    • Office assets are well maintained and documented;
    • WV Bangladesh vendors aware of gifts and bribe and child protection policy;

      Limited security risks in WV Bangladesh assets, staff and community partners (10%)
    • Security plan approved by SLT;
    • Managers knowledgeable on how to use security assessments tools, documentation, monitor and evaluation security issues;
    • Updated security assessments report;

      High quality working relationship between WV Bangladesh and other stakeholders such as donors, audit department, business service providers, NGOs, IOs, WV security & finance network etc. (10%)
    • External stakeholders able to articulate WV’s mission;
    • Able to secure and exchange security information between agencies with ease;
    • Transparency of financial information to donors;

      Integration of Corporate solutions division with other functions within WV Bangladesh and SAPO and Global Center (10%)
    • Contribute to development of WV Bangladesh policy and procedures related to Finance ,Administration, Procurement, Security and IT functions;
    • Greater participation in leadership team meetings and other team based functions specially in strategy development;
    • Consistency of services and initiatives to Regional and Global Center initiatives;

      Professional and personal development of direct reports (5%)
    • Department/ Unit Heads able to fulfil clear performance expectations and individual learning plans;
    • Regular coaching of direct reports;
    • Individual life and career development plan of each Department / Unit Head

      Professional & Personal Development (5%)
    • Demonstrating an understanding of and commitment to World Vision’s Core Values in the approach to work and relationships;

KNOWLEDGE, SKILLS & ABILITIES:

      REQUIRED:
    • At least 8 years experience in Management in an international organization preferably in NGO context in the applicable fields (finance, admin, procurement, IT)
    • Masters degree qualification in relevant field a pre-requisite. A Financial and/or Business Management masters degree preferred
    • Developed people in a cross-cultural setting and initiated and implemented organizational change at leadership level
    • Experience in security risks management / handling security issues
    • Proven leadership ability
    • Proven experience as a team player
    • Demonstrated facilitation and collaboration skills
    • Competent in the use and application of Microsoft Office computer programs including Word, Excel and PowerPoint and overall ICT
    • Understand WV vision, mission and WV partnership operations
    • High critical, creative and innovative thinking
    • Must be willing and able to travel nationally at regular intervals
    • Will provide guidance, support, coaching and mentoring to Department /Unit Heads and ensure a culture of collaboration and communication is maintained

      PREFERRED:
    • An understanding of WV Field Financial and procurement Manuals
    • Understand the Humanitarian industry
    • Strong Procurement practical experience
