PURPOSE OF POSITION:

Lead the development, implementation and monitoring of strategy and direction of ADP and sectoral programs throughout Laos in line with WV Laos (WVL) and WV International partnership’s mission, strategy and core values.
Develop a strong and capable force of Zonal and ADP Leaders who are positioned to bring change for children in Laos through sustainable and community-based transformational development and emergency preparedness and response. Build the capacity of operation’s direct reports through coaching, supervision and support that enhances their performance and spiritual formation.
Represent WV to all relevant stakeholders, including partners in the Laos government, (i) NGO and NPA community, within the international WV partnerships with support offices and donors, and within WV Laos.



KEY RESPONSIBILITIES:


      Strategy Development & Planning (20%)
    • Strategic development, review and monitoring: Contribute to the development, review and monitoring of National strategy, organizational directions and programming guidance; as well as design and annual plans for ADPs, sectoral and emergency programs, ensuring programs are guided by sound development principles.
    • Annual program and budget planning: Provide leadership and support in coordination and planning of overall country wide program and budget aligned to WVL’s strategic priorities and WV partnership directions. Prepare, review and submit to the National Director annual plans of action, annual budgets and monthly reports
    • Identification and development of new ADPs and programs (sector, HEA, advocacy): Provide leadership and support to operations managers in planning for and developing ADPs in new areas, including area selection and needs assessment, development of project designs, writing and submission of concept papers and project proposals, and funding negotiations with support offices and donors.

      Resource Acquisition & Management (20%)
    • Strengthen WVL’s ability to do more with what we have. Create an enabling environment so that programs are able to meet ministry standards (LEAP, DADDs, TD, etc.) and are community based, sustainable, holistic, and focused on the well being of children. Provide leadership on overall efficiency of Operations budgeting processes. Ensure proper management of ADP / operations budgets, ADP/special project funding, expenditures and accomplishment of ministry objectives.
    • Realign program scale to our strategic priorities. Provide leadership in funding negotiations with support offices and other donors so that increased resources go towards child well being. Develop a strategy to identify and prioritize program ideas and diversify types and sources of funding opportunities for WVL.
    • Stewardship and financial management. Support and promote WV’s core value “we are stewards” throughout WVLs ADPs and Operations areas. Review and approve project expenditures in line with assigned levels of authority, and ensure high standards of stewardship, accountability and compliance with WV financial policies and procedures, grant policies, government policy, including participation in and follow up of periodic audits.
    • Sponsorship relations services: Support Sponsorship Manager and Sponsorship teams in national, zonal and ADP offices in ensuring that WV partnership sponsor relations services standards are met, including child protection. Support and monitor sponsorship information management systems, the continued learning and sharing of good practice and improved support office communications.
    • Build strong transforming partnerships. Support program officers, ADP and other WVL staff to strength WVL’s relationship with Support offices (SOs) and donors. This includes the fulfillment of agreed donor requests, managing SO/donor visits, meetings, telephone contacts, e-mail and other communications.

      Capacity Building (15%)
    • Develop a culture of action, learning and initiative. Contribute to organizational cultural and behavioral changes away from a fear-based, compliance culture to one that takes action and values learning and initiative. Use six star learning tools and implement WVL’s learning system in order to amplify and expedite change for children. Simplify policies and systems of accountability.
    • Develop empowering leaders. Build capacity of Zonal Managers, Operations managers and other direct reports, through coaching for performance, supervision and support that develop their capacities, and enhance their performance and spiritual formation.
    • Improve program-staff competencies in critical areas. Identify key competencies and contribute to organizational learning system. Support Human Resources and OD in the development of Capacity Building Proposals

      Accountability & Quality Assurance (15%)
    • Strengthen evidence-based programming. Support zonal managers and ADP teams in their development of ADP designs with: situation analysis, baselines, design framework, concept paper and proposal writing, multi-year and annual planning and budgeting. Support zonal managers and ADP teams in their monitoring of ADP performance and progress against objectives, and in the planning, preparation and implementation of periodic evaluations with community, partners, staff, WVL and support office involvement. Enable operations team to use evidence for improved decision-making.
    • Ensure the integration of all sectors activities including Advocacy and HEA into operations.
    • Monitor and manage ADPs against “Project Performance Matrix” and 6 monthly results. Provide leadership to zonal managers and ADP teams according to performance (PPM, S/AR, Periodic Reports), seeking incremental improvements. Agree on performance agreement plans when necessary. Ensure timely follow-up on Operational Audit.
    • Visit ADP projects, communities and operations area offices and teams for the purposes of: regularly interacting with children, women and men within families and communities; confirming that the primary stakeholders of WV’s transformational development ministry are in fact benefiting. Provide encouragement, support, building relationships, and reinforce WV’s vision, mission and core values.

      Networking & Coordination (5%)
    • Internal coordination and relationships within WVL: Develop mutually supportive relationships with other departments and staff in WVL and actively work with them in order to facilitate effective management and administration of programs and people, and in the development of appropriate policies, systems, procedures. In particular develop dynamic and enduring relationships between Operations and Program Quality.
    • Strengthen the Program Support Team in order to harness more targeted capacity development and programming support.
    • Representation and liaison within WV partnership: Represent World Vision Lao ministry within the international WV partnership. Develop and maintain positive and productive relationships with WV’s Asia regional Program Support Services and other relevant regional or partnership ministry leaders and advisors. Participate in relevant regional and international networks, working groups, workshops, meetings etc., contributing WVL’s experiences, perspectives and learning and feeding back to zonal managers, ADP Managers and others in WV Laos, the major trends, developments, learning etc., from around the partnership.
    • Represent WVL on Operations related matters to other NGOs, Non for Profit Associations, Mass Organizations and branches of the Government of Lao.

      Management and Leadership (25%)
    • Team leadership, coordination and learning: Lead the operations team (zones, sponsorship) building cooperation, team spirit and a supportive environment which reflects WV’s core value ‘we value people’. This includes sharing, learning and coordination across all operational and program areas on ministry/program issues.
    • Coaching for Performance: Supervise all directly reporting staff, including: staff recruitment, orientation, on-going management support, quarterly coaching, annual performance planning and appraisal. Support the professional and personal development of these staff through on the job coaching, identification of learning and training needs and opportunities.
    • Spiritual nurture and Christian witness: Provide Christ-centered leadership to the Operations team, facilitating a supportive environment for spiritual formation of staff, the internalization of WV’s Vision, Mission and Core Values. Encourage the full and appropriate expression of World Vision’s Christian identity, and monitor the implementation of WV’s policy on witness to Jesus Christ. Participate in and lead devotional meetings, weekly chapel, and annual staff retreat, day of prayer and other events.
    • Wider leadership and management participation in WVL: As a member of WVL’s leadership team, uphold, nurture, guide and protect WV’s Christian identity, mission, core values, strategy and direction in Laos, and model servant leadership. As a member of WVL’s management team, participate and contribute to wider organizational decisions and policies. Attend and contribute to Core and SMT meetings, and represent Core / SMT in other forums and venues in WV Lao PDR.
    • Meet with the National Director regularly for support and updates, and for quarterly coaching and annual performance appraisal reviews. Plan and seek support for continued personal, professional and spiritual development for oneself.
    • Undertake other duties as reasonably assigned by the National Director.


KNOWLEDGE, SKILLS & ABILITIES:

      REQUIRED:
    • Master’s Degree and/or Professional qualification in Development Studies, Project Management or other related fields.
    • Must have 5 - 7 years managerial experience in Project Development with a complete understanding of all areas of Project management cycles in a complex, international organization (preferably in an INGO context).
    • A deep and broad understanding of business operations within World Vision or a similar organization. Proven track record of effective contribution in senior leadership groups.
    • A good understanding of poverty and development issues in Lao.
    • Excellent decision-making skills.
    • Excellent communication skills, both verbal and written, as well as negotiation and administrative abilities.
    • Proficient in English language.

      PREFERRED:
    • Ability to speak and/or understand Lao language is an asset.
