  PURPOSE OF POSITION:

The position supports World Vision Pacific Timor Leste (WV PTL) to implement its overall strategic direction to maximize the positive health impact for children, families and communities and reduce the spread of HIV and other infectious diseases.
The position leads the development of overall PTL Health Strategy working with WV Regional Office, WV Australia and WV New Zealand. Leads in developing, updating, ensuring implementation of the PTL maternal, child health, nutrition, HIV/Infectious Diseases strategies, providing technical support concerning health components to all programmes, ensuring quality of health projects and building capacity of National Health Coordinators and other Health Project staff.



KEY RESPONSIBILITIES:

    The Health Advisor is accountable for contributing to carrying out the WV PTL operating plans and strategy on Health by:
    • Closely collaborating with the Country Program Offices, providing leadership to the staff in the areas to Health Ministry
    • Ensuring that the Health projects are implemented according to WV International standards and best practice
    • Contributing to organisational and staff capacity development, and representing WVPTL with partners and stakeholders
    • Develop the capacity of staff to manage and implement quality Health projects on a timely basis, and assist project managers in project design, planning, monitoring and evaluation that is "Learning through Evaluation with Accountability and Planning (LEAP) compliant.

      LEADERSHIP
    • Responsible for completing a study on health issues across Pacific Timor Leste to identify key health issues and areas that WV PTL should focus.
    • Work with stakeholders in developing/ updating/ implementing a 3-5 year Health Strategy for PTL that outlines health & nutrition, maternal and child health, hygiene promotion, HIV/AIDS etc. that the 4 country offices should focus to ensure that a consistent approach is taken across all PTL health projects/ programmes.
    • Ensure that the strategic direction is aligned with the WV Partnership strategic direction, standards, child well-being outcomes, health & nutrition approach and internationally recognized health standards.
    • Ensures that there is integration and alignment of Health Programs in the Country Program Operating strategy
    • Facilitate the linkages between Projects Teams with Regional and National Level government, INGO, local NGO, churches and other civil society groups

      PROGRAM QUALITY AND MANAGEMENT
    • Develop, innovate methodologies and pilot in area programmes with a view to expanding successful methodologies to all programme areas. Ensure tracking of Child Well Being Outcomes that align with WV Partnership Wide Ministry Goals.
    • Ensure that Health project approaches, processes and interventions are child-focused, community-based and reflect our Christian identity. Ensure programs align with WV Partnership Standards.
    • Facilitate and/or lead processes in Country and Area Programs to continue action learning and innovation
    • Support Project, Program and DM&E officers in all LEAP phases of assessment, (re)-design, implementation, monitoring and evaluation. Ensure that monitoring information is used to effect timely adjustments to plans of action and processes and partners are involved in such decisions.
    • Ensure the projects and partner communities are reflecting on learning from and using evaluation lessons for planning and re-design.

      PARTNER RELATIONS
    • Develop and maintain good relations with government agencies/private sectors relevant to project funding and implementation. Actively seek partnerships with any of them to ensure community and program sustainability. Represent WV at inter-agency and government meetings in the target areas.
    • Actively network, coordinate and, as appropriate, collaborate with local NGOs, INGOs and donor agencies in the countries where PTL operate. Participate in inter-NGO networks and meetings.
    • Regularly visit project/communities to interact with children, families, groups and leaders.

      CAPACITY BUILDING
    • In collaboration with the People & Culture (P&C) Department in Country Program Offices improve capacity of the Health Project Teams


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • University degree in Public Health, Nutrition or related field
    • Understanding of the following areas, from extensive training or experience: maternal and child health; nutrition; HIV.
    • Competence in written English communication
    • Good presentation and facilitation skills
    • Literacy in computer Microsoft Word and Excel
    • Demonstrated ability to work effectively under pressure

      PREFERRED:
    • Specialist health technical and social training to degree level
    • Working experience with NGO/INGO is an advantage
