The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.

The Myanmar Operations Centre (MMOC) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ portfolio of programmes and  projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.

In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has been under started since January 2011.

To strengthen programme implementation, UNOPS is seeking a qualified candidate for the position of Programme Assistant to support to programme activities. Programme Assistant provides the programme related services in terms of quality, timely and properly recorded/documented programme activities and accuracy of work completed. The Programme Assistant strengthens the capacity of the office in the provision of suitable and excellent implementation of activities.
 
Functional Responsibilities

Under the overall supervision of Public Health Programme Officer and the direct supervision of the Respective National Health Officers, the Programme Assistant, who will be assigned to HIV & AIDS, TB and Malaria units respectively, depending on qualifications and work experience, shall perform the following specific duties and responsibilities;
 

  • Assist in drafting of projects reports and memos. 
  • Prepare project communication, documentation, reports and contracts, checking accuracy and compliance with UNOPS formats and style.  
  • Maintain hard and computerized (soft) records for the projects operational and financial transactions for ease of reference and retrieval. 
  • Responsible for document management, including file closures, archiving and monitoring due dates for projects progress, status reports and submission by UNOPS of substantive financing, budget utilization and budget utilization to clients. 
  • Assist in monitoring expenditures, verify accuracy of requests, completeness of documentation and availability of funding-Inform supervisor of budget status, process for action, inform client and actively follow up to completion. 
  • Prepare briefing materials as required or mission and/or discussions on project activities and status. 
  • Interact with colleagues, clients and partners to exchange vital information on operational issues and seek cooperation to resolve routine operational issues and process problems and refer complex issues to supervisor with recommendation for course of action.  
  • Assist in briefing project personnel on UNOPS Procedure. 
  • Assist in the administration and monitoring of all aspects of the project implementation including finance, budget and administration.  
  • Arrange field visits and coordinate all related logistics and administrative matters as necessary.  
  • Issue statistical reports for M&E Purposes.  
  • Assist in day to day coordination of the project activities, i.e. assist in collecting and assembling data and reporting activities of the project.  
  • Initiate purchase orders (POs) in ATLAS for making payments to implementing partners.
  • Perform other relevant duties as may be assigned by the supervisor.

Self- reliant -  Ability to act independently with a minimum of supervision. Specific assignments may be reviewed while in progress; however the majority is reviewed on completion. Routine duties are performed independently.

Technological awareness - Excellent computer skills and ability to use software tools to present data clearly and concisely; Good working knowledge of MS Office applications including proficiency in Excel, Spreadsheets & Database Software
Education/Experience/Language requirements

  • High School Diploma or equivalent required. University Degree in Business Administration/Public Administration/Economics/Development Studies is an advantage. 
  • At least 4 years of experience in similar field of work or exposure to project management preferably with an International Organization is required. If you hold a University Degree in Business Administration/ Public Administration/Economics/Development Studies minimum requirements are 2 years of relevant experience. 
  • Good computer skills including MS Word, MS Excel, Spreadsheets and Database Software would be an asset.  
  • Ability to work systematically, accurately and independently minimum supervision in a complex environment. 
  • Excellent writing and analytical skills is preferred. Ability to draft clear and concise communications and to communicate effectively, both orally and in writing is desirable. 
  • Willingness to undertake regular field visits in difficult conditions would be an asset. 
  • Previous successful involvement with and a good knowledge of NGOs & civil society is preferred. 
  • Fluency in written & spoken English & Burmese Languages is required.
