The UNOPS Pakistan office (PKOC) helps to expand the capacity of the United Nations system and its partners to implement peace building, humanitarian and development operations that matter for people in need. As a fully self financed provider of implementation services, it is unique within the UN system and pays close attention to quality, speed and cost effectiveness. Accountability for results and the use or resources, respect of national ownership and capacity harmonization within the UN and beyond, Services include Project Management, Procurement, Human Resource Management and Financial Management.

Pakistan has been devastated by unprecedented monsoon floods that have affected approximately 20.25 Million people in 78 districts, causing major damage to houses, infrastructure, crops and livestock. UNOPS is finalizing project proposals to support the flood response activities of the donors in construction of Basic Health Units and Houses in various parts of Pakistan.

PKOC will be based in Islamabad but is developing a light and project based implementation architecture. Technical and management resources will be placed as close to the project delivery locations as possible. Project teams will deliver results through a system that enables direct operational control and reporting within the project stream

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. 





Functional Responsibilities

  • Maintain close contact and liaise with UNDSS, host government agencies and other UN offices to obtain the latest information regarding the security situation in the country and advise the Project Manager on latest trends and threats to staff safety and security.
  • Maintain list of essential staff and equipment.
  • Undertake periodic security assessments of the UNOPS activity sites as necessary.
  • Provide assistance in the conduct and follow up of investigation and reports on the security related incidents affecting UNOPS staff and sites.
  • Maintain an accurate and detailed record of all security incidents occurring including vehicle accidents and prepare security reports (Security Incidents, Security Assessments and Quarterly Incident Reports).
  • Assist the Project Manager in analyzing security matters, and the level of risks related to UNOPS Project design, implementation and evaluation. Coordination with project personnel is paramount.
  • Ensure that all security administration (travel clearances, staff lists etc) is processed in a thorough and timely manner and archived for future access if required.
  • Ensure all relevant security information is disseminated in a timely manner to the appropriate staff.
  • Ensure that HF/VHF radios and other emergency communications equipment is well maintained, programmed and tracked and train staff on usage and radio procedures.
  • Assist in the maintenance and monitoring of MOSS (Minimum Operational security standards) compliance on equipment and other areas. Ensure that all field missions are MOSS and/or Country MOSS compliant.
  • Represent UNOPS at UN security meetings when required.
  • Guide, supervise and train the staff members, drivers and security guards assigned to all UNOPS sites; assess and provide recommendations concerning physical/structural security measures for all UNOPS facilities.
  • Liaise with the key ministries of Government of Pakistan and facilitate UNOPS colleagues to get  meetings from Government Ministries
  • Arrange meetings with the local Govt. authorities if and when required.

  • Any other duty assigned by the Project Manager.

Education/Experience/Language requirements

  • Higher Secondary education with 4 years of work experience in safety and security operations or Bachelor Degree with 2 years of work experience in safety and security operations .
