Asia and the Pacific Regional Office
The Asia and the Pacific Regional Office is based in Bangkok, Thailand, and was established in 1995 to bring UNOPS closer to partners in the region. The regional office provides implementation support and project management services to operations throughout the region, supplying financial oversight of projects, procuring goods and services, and managing human resources. It helps ensure that projects are executed to the highest standards, ensuring that best practices and lessons learned are shared within the region and beyond.

The UNOPS Pakistan office (PKOC) helps to expand the capacity of the United Nations system and its partners to implement peace building, humanitarian and development operations that matter for people in need. As a fully self financed provider of implementation services, it is unique within the UN system and pays close attention to quality, speed and cost effectiveness. Accountability for results and the use or resources, respect of national ownership and capacity harmonization within the UN and beyond, Services include Project Management, Procurement, Human Resource Management and Financial Management.

Pakistan has been devastated by unprecedented monsoon floods that have affected approximately 20.25 Million people in 78 districts, causing major damage to houses, infrastructure, crops and livestock. UNOPS is finalizing project proposals to support the flood response activities of the donors in construction of Basic Health Units and Houses in various parts of Pakistan.

PKOC will be based in Islamabad but is developing a light and project based implementation architecture. Technical and management resources will be placed as close to the project delivery locations as possible. Project teams will deliver results through a system that enables direct operational control and reporting within the project stream

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

  
  • Conduct any operational task; security, procurement, delivery and reception of material, inventory, etc.
  • Conduct the requisitioning of items to be procured by the office and prepare the solicitation documents.
  • Conduct local procurement such as obtaining quotations, interacting with suppliers and end-users on the quality/quantity, specifications, delivery time, warranty coverage of the goods, in accordance with UNOPS Procurement Manual.
  • Prepare comparative cost analysis and raising purchase orders in ATLAS.
  • Prepare Receipts in ATLAS
  • Maintain good filing system for all procurement and logistics.
  • Arrange and conduct disposal of inventory as and when required, in accordance with UNOPS rules and regulations.
  • Maintain office equipment inventory.
  • Acknowledge receipt of delivered items and verify that the delivered items are complete and meet the technical specifications as stipulated in the tender documents.
  • Arrange transportation of equipment for stores, where applicable.
  • Perform other related activities as deemed relevant by the Project Manager.

Education/Experience/Language requirements

  • Bachelor in Social Sciences, Supply Chain Management or relevant field.
  • At lease five years of work experience in the area of procurement and/or logistics.
  • Out of the five years of work experience, a miniumum of thee years in procurement functions, at least two in logistics and no less than one year in warehouse/store management.
  • Fluency in English and Urdu is required.

Contract duration: 8 months, renewable subject to satisfactory performance and funding availability.
