Europe and the Middle East Regional OfficeLocated at UNOPS headquarters in Copenhagen, Denmark, the Europe and the Middle East Regional Office supports UNOPS operations in locations ranging from Afghanistan to Switzerland, Libya in North Africa and throughout the Commonwealth of Independent States. The technical and election services portfolio of UNOPS IQOC consists of providing support to the UN Country Team in Iraq and to the United Nations Assistance Mission to Iraq (UNAMI). This portfolio consists of a number of projects whereby UNOPS provides technical support through procurement and recruitment services. 
Functional Responsibilities


Under the direct supervision of the Programme Manager and UNAMI Database/IT Adviser, the incumbent will support the development of the data entry software for the voter registration drive scheduled for December 2012
·         Review the software architecture and layout and provide recommendations for its improvement
·         Assess the source code and performance of the different software
·         Develop a test plan and support the testing and simulation of the software
·         Mentor and coach the IHEC counterparts at national level on modern software development technologies and best practices
·         Provide technical support during different data entry operations
·         Assist in developing stored procedure for the update of the final voter registry,
·         Any other tasks designated by the supervisor.
Deliverables:
·         Assessment report and recommendations on VRU software
·         VRU Software developed and tested
·         Best practices and software architecture developed for the IHEC
·         IHEC counterparts trained on different software and technologies

Education/Experience/Language requirements


·         Advanced university degree in computer science, Information Management Systems or any other relevant field with particular reference to database development with relevant IT certifications. A first level of university degree with additional of 2 years of relevant experience may be acceptable in lieu of the advance university degree.
·         2-4 years of relevant experience in database development work or any relevant field is required;
·         Experience in analyzing, designing, implementing, and supporting database applications.
·         Practical experience of software development technologies and user interface design
·         Excellent knowledge of Entity Framework, Software Architecture, WCF and MVC3
·         In depth experience of Studio 2008/2010 ASP.NET, VB.NET, Javascript, jQuery, ASP.NET, Reporting tools, SQL Server 2008 R2
·         A strong understanding of web application hosting, IIS and loads balancing.
·         Ability to work under pressure.
·         Fluency in written and spoken Arabic; good spoken English required.
