UNOPS is the Fund Manager for the Three Diseases Fund (3DF), a US $ 138 million multi donor fund supported by Australia, Denmark, the European Union, the Netherlands, Norway, Sweden and the United Kingdom. The 3DF was established in 2006 and aimed at reduction of morbidity and mortality from HIV, Tuberculosis (TB) and Malaria in Myanmar.

The 3DF ends in 2012 and its donors committed to continued support for health needs in Myanmar through a second phase (2012-2016) of funding, the Three Millennium Development Goals Fund (3MDG), estimated to be a US $300 million investment in health in Myanmar.  The new fund represents a fundamental shift in terms of engagement with the new Government. It will focus on maternal, new-born and child health, the three diseases as well as health systems strengthening.

 UNOPS has been selected as the Fund Manager for 3MDG. The implementation phase of 3MDG starts with an inception period during which the Fund Manager and other structures will be established and when planning and preparatory work will be conducted.
Functional Responsibilities

The Fund Director will provide leadership, strategic direction and promote best practice in performance and delivery of the 3MDG Fund. This role represents a unique and exciting opportunity to lead a major investment in public health, at a dynamic time of political transformation in Myanmar.  The Fund Director will help shape aid coordination and donor engagement in the health sector. Candidates will have exceptional ability to work at a strategic level in the health sector, and have proven leadership, management, change management and collaboration skills.

Under the overall supervision of the UNOPS Myanmar Director & Representative and working closely with the Fund Board comprising donors and independent experts, the Fund Director will be responsible for:
  1. Working closely with the Fund Board, represent 3MDG towards the Government, CCM, Technical Strategic Groups, and other relevant stakeholders (including UN Agencies) to promote excellence, best practices and to foster the technical capacities of partners.
  2. Representing the Fund Manager (UNOPS) vis-à-vis all other stakeholders and in the Fund Board (as ex officio member).
  3. Advising the Fund Board on public health architecture for service delivery and cross-cutting health systems strengthening based on international excellence and in close collaboration with relevant Ministries to strengthen policy development and management systems development at all levels (township, state/regional, and central).
  4. Managing the 3MDG Fund Management Office to ensure performance of the Fund in the areas of financial (budget/cash flow/expenditure), work planning and resource mobilization, monitoring and evaluation (M&E), programmatic/administrative (including audit results) and procurement operations.
  5. Ensuring effective, transparent and efficient 3MDG management on behalf of the Fund Board, and grant allocation and disbursement to 3MDG’s Implementing Partners (IPs) in line with the Fund Board’s decisions and priorities, and 3MDG operating policy.
  6. Ensuring principles of human rights, gender equity, peace, voice and accountability, ‘doing no harm’ and aid effectiveness in all activities associated with the 3MDG.
  7. Contributing to 3MDG risk management.
  8. Leading an effective communications strategy including ensuring effective relations with stakeholders to 3MDG.
  9. Representing 3MDG in the UNOPS Senior Management Group (SMG) to ensure coordination, effective delivery and information sharing.
  10. Implementing the programme in accordance with the rules and regulations of UNOPS and in line with the Delegation of Authority received from the UNOPS Executive Director.
  11. Other duties as directed or as may be necessary as a member of the UNOPS SMG to ensure the effective delivery of the Fund Manager's responsibilities.

Education/Experience/Language requirements

  • Master's degree in public health, medicine, epidemiology, health economics, sociology/anthropology and health, or related disciplines, business administration, public administration, international relations or related subject with 10 years of relevant experience. A Bachelor's degree in these areas with 12 years of relevant experience is considered as equivalent.
  • At least 10 years of progressively responsible experience in programme/project management is required in public health.
  • Solid experience in understanding of health systems and managing large health related programmes at a strategic level with financial oversight.
  • Solid practical experience in working with the UN, non-governmental organizations, public sector and/or civil society.
  • Experience of sector wide approach programmes in the health sector, coordinated support to a sector programme will be an asset.
  • Knowledge of public sector financial rules, procurement and/or grant-making practices will be an asset.
  • Previous experience in South and/or South-east Asia will be an asset.
  • Prior experience in public health policy dialogue/development at a high level would be an asset.
  • Experience in transition economies would be an asset.
  • Knowledge of aid architecture in health is essential with previous experience working in the context of Fund/Grants Management would be an asset.
  • Fluency in English required.
  • Knowledge of an additional UN language is an asset.
