UNOPS is the Fund Manager for the Three Diseases Fund (3DF), a US $ 138 million multi donor fund supported by Australia, Denmark, the European Union, the Netherlands, Norway, Sweden and the United Kingdom. The 3DF was established in 2006 and aimed at reduction of morbidity and mortality from HIV, Tuberculosis (TB) and Malaria in Myanmar.

The 3DF ends in 2012 and its donors committed to continued support for health needs in Myanmar through a second phase (2012-2016) of funding, the Three Millennium Development Goals Fund (3MDG), estimated to be a US $300 million investment in health in Myanmar.  The new fund represents a fundamental shift in terms of engagement with the new Government. It will focus on maternal, new-born and child health, the three diseases as well as health systems strengthening.

UNOPS has been selected as the Fund Manager for 3MDG. The implementation phase of 3MDG starts with an inception period during which the Fund Manager and other structures will be established and when planning and preparatory work will be conducted. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
 
Functional Responsibilities

The Head of the Performance Management Unit will ensure best practice in performance and delivery of the 3MDG Fund and will be responsible for strategic review, impact assessment processes, and performance monitoring functions of 3MDG. This role represents an exciting opportunity to ensure the effective contribution and impact of a major investment in public health, at a dynamic time of political transformation in Myanmar.  Candidates will have exceptional ability to work at a strategic level in the health sector, and have proven leadership, management, change management and collaboration skills.

Under the direct supervision of the Fund Director, and assisted by a team of international and national personnel, the Head of the Performance Management unit will:
  • Develop and ensure effective implementation of grant-programming for investments in MNCH and HIV, Malaria and TB, and HSS in line with international best practice.
  • Develop accountability framework for the Fund, and provide leadership on Fund performance and achievements; 
  • Develop and lead grant-making processes (calls for proposals / EOIs, evaluation of  proposals)  ensuring that grants  are in line with the national operational plans and strategies and 3MDG Fund's policy and priorities; 
  • Guide and supervise contractual procedures and processes related to partnerships with implementing partners (IPs) of 3MDG; 
  • Identify input and manage support from the Technical Support Facility;
  • Develop and implement:
    -          the 3MDG internal monitoring and evaluation (M&E) system,
    -          ensure adequate feedback to/from 3MDG's beneficiaries,
    -          advise IPs supported by 3MDG on their own internal M&E systems/needs,
    -          support systems strengthening for the national M&E system, its consistency and effectiveness,
    -          generate robust data for reporting and measuring achievements and ensure continual             improvement in data quality;  
  • Ensure best practice and a strategic approach  to high quality operational research and evaluation;
  • Ensure Value for Money of 3MDG programmes; 
  • Maintain excellent contacts with all stakeholders, whether in Yangon or in the field, and maintain a detailed knowledge base of all relevant issues impacting public health, in the context of MNCH, HIV, TB and Malaria in Myanmar; 
  • Advise to the Fund Director and Fund Board on policies, strategies, practices and procedures related to 3MDG;  
  • Promoting an active learning culture for 3MDG and its partners and information sharing on all aspects related to public health in Myanmar and strengthening the knowledge base by facilitating lessons learned and feedback sessions with IPs;  
  • Oversee the delivery of the Fund Manager's work plans and reports; 
  • Act as officer-in-charge in the absence of the Fund Director; 
  • Manage and oversee closure activities of 3DF in the early 2013;
  • Other duties as may be assigned by the Fund Director.

Education/Experience/Language requirements

  • Master Degree in public health, medicine, epidemiology, health economics, sociology/anthropology and health, or related disciplines, management, social or political sciences or in a similar discipline with 10 years of relevant experience. A Bachelor's degree in these areas with 12 years of relevant experience is considered as equivalent.   
  • At least 10 years of  experience in programme management in public health in a developing country is required 
  • Experience and expertise with proven track record at a strategic level in public health programmes in particular either with MNCH, HIV, TB and Malaria, and HSS.  
  • Solid practical experience in Fund/Grant management  
  • Previous work in a similar position with the UN or NGO system would be a major asset 
  • Previous experience in South and/or South-east Asia will be an asset
  • Fluency in English required. Knowledge of an additional UN language is an asset.
