Grants Manager - Phnom Penh, Cambodia

Internews Network is seeking a Grants Manager candidate for a potential USAID funded program in Cambodia to build on local efforts by technology-oriented civil society organizations using new technology and social media for development by formalizing a technology / social innovation lab. The grants manager will provide guidance and training as necessary to all potential sub-grantees on the requirements of the proposal preparation and submission process, financial management requirements, and any other administrative requirements pertinent to working with a USAID-financed activity.

The goals of this program are to, through investment in social innovation processes,
  1. Empower civil society and citizens with equal access to information and communications,
  2. Increase access to and diversity of educational opportunities, and incubate and design technology-based solutions for CSOs
  3. Train CSOs how to use media technology for development purposes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responsible for assuring all reporting, both technical and financial, is in order
  • Serve as central liaison for coordination of the work under sub-grants with that of other technical experts and their counterparts working under the program
  • Maintains control on grants, contracts, and sub-agreements to media and civil society organizations
  • Provides aid to collaborating civil society organizations, NGOs and other intermediary organizations, on budgets, financial implications, and reporting requirements to ensure conformity.
  • Develops a grant-giving strategy for the country that is consistent with the policies and resources of the organization.
  • Identifies, visits, follows up, monitors, and evaluates funded projects.
  • Ensures compliance to Internews and USG Rules and Regulations by all subgrantee organizations.
  • Assists Chief of Party in preparing reports, implementation plans, etc.
  • Coordinates as necessary on overall program implementation in Cambodia
  • Perform other responsibilities related to the project as assigned.
QUALIFICATIONS:
  • Experience in grant program design, including design and oversight of RFAs, grant decision making bodies and grants administration and monitoring required.
  • Experience in federal grants management and familiarity with U.S. government grant regulations - required.
  • University graduate with 5-8 years work-related experience
  • Demonstrated analytical abilities.
  • Strong computer skills particularly with MS Excel, Word
  • Good organizational skills and attention to detail.
  • Ability to meet tight deadlines.
  • Ability to handle multi-faceted programs
  • Outstanding written and spoken English 
  • Strong knowledge of new media preferred.
