Monitoring and Evaluation Specialist - Phnom Penh, Cambodia

General Function:
Internews Network is seeking a M&E Specialist candidate for a potential USAID funded program in Cambodia to build on local efforts by technology-oriented civil society organizations using new technology and social media for development by formalizing a technology / social innovation lab. The M&E Specialist will focus on all aspects of monitoring and evaluating this program, and will coordinate with other possible partners implementing the anticipated impact analysis. This is expected to be a local-hire position.
 
The goals of this program are to, through investment in social innovation processes,
  1. Empower civil society and citizens with equal access to information and communications,
  2. Increase access to and diversity of educational opportunities, and incubate and design technology-based solutions for CSOs
  3. Train CSOs how to use media technology for development purposes.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Maintain and operate database, including data entry and data interface with partners
  • Maintain data collection and tracking systems
  • Support data gathering and processing throughout the project, by Internews and subgrantees
  • Maintain contacts with partners to ensure timely and regular flow of information and data
  • Process all submissions of data from varied research efforts and reporting partners
  • Support compilation of compliance reports while ensuring others meet their reporting obligations and timeline
  • Support trainings to ensure project-wide participation in all M&E effort and highly effective application of processes
QUALIFICATIONS:
  • Bachelor’s degree preferred or equivalent
  • At least 3 years working on substantive aspects of multi-pronged, multi-partnered M&E programme
  • Ability to track varied flows of work while meeting deadlines and ensuring others meet deadline
  • Experience in conducting baseline, surveys, longitudinal studies, qualitative and quantitative analysis.
  • Knowledge and skill in working with databases, and processing and analyzing data from multiple sources
  • Prior exposure to methods of impact evaluation is preferred but not required.
  • Competence in Excel
  • Ability to write analytical reports, clearly presenting both data and review
  • Ability to train others in specific skills and support skill development
  • Familiarity with varied research methods, both quantitative and qualitative
  • Ability to work as part of a cohesive team, bring forward creative solutions to problems and maintaining an commitment to excellence and camaraderie
  • Outstanding written and spoken English 
  • Strong knowledge of new media preferred;
  • USAID or USG experience is strongly preferred;
